This study attempts to find out a relevant theoretical approach to the Turkish- American relations. According to a widely shared opinion in Turkey, there is a difference between the policies of Republicans and Democrats towards Turkey. In my dissertation, I look into the US administrations after the Cold War in order to find out whether or not there is a difference on their policies towards Turkey. A probable difference would support arguments for the effects of domestic politics on foreign policy; on the other hand the case of no difference would increase the plausibility of realist arguments in international relations theory. I use a case study – U.S. administrations' approach to Armenian Diaspora's genocide allegations against Turkey – to investigate whether or not the political make-up of the United States affects American foreign policy. I find that Turkish – American relations are influenced by both domestic politics and the international system. Putnam's“foreign policy – two-level game”hypothesis appears to be more appropriate in explaining the patterns of Turkish – American relations. I also find that Republicans' approach towards Turkey before elections is no different from that of the Democrats. Although American foreign policy towards Turkey seems rather bipartisan, this, in no way, means that domestic politics have no effect on foreign policy. Quite on the contrary, both domestic and international politics matter in defining the relation between Turkey and the U.S. The reality here is that both parties are influenced by lobbying groups and foreign governments. Thereby, foreign policy decision-making seems really 'intermestic'.
