Development is a concept that has hardly been defined and clarified; Ivan Illich states that development is 'planned poverty' (in Esteva, 2010) within the capitalist economy. On the other hand, the well-known economist Amartya Sen recommends that we should see 'development as freedom' (Sen, 1999). However, freedom in the absence of opportunities 'is the devil's gift', according to Chomsky (1997: NP). Here, the Kyoto Protocol has brought three mechanisms: the Joint Implementation, the International Emissions Trading and the Clean Development Mechanism. The Clean Development Mechanism (CMD) needs particular attention. Since, it technically aims at creating opportunities for expanding the freedom of poor communities in the South via flow of the investment from polluters in the North. In return, it allows the North countries to fulfil their reduction in the emissions target. Yet, it has failed to bring and/or freedom with opportunities in the South at domestic level. At least, there is less evidence that the CDM projects have brought freedom with opportunities to poor communities in developing countries due to the cost-effective structure of the market economy. The CDM projects, such as hydropower, have caused severe damage to poor communities and ecosystems in the South: dramatic decline in biodiversity, displacement of peoples and loss of agricultural land are the main damages that CDM Hydropower projects have caused. To illustrate this situation, two CDM Hydropower projects are examined: Xiaoxi and Xiaogushan hydropower projects. By reconsidering this double-edged sword of CDM from the Senian capability perspective, the latent trajectories of CMD are identified: turning climate change into profit.
