SUMMARY In this study, within the theoretical Framework of mixed - structure states, a comparison has been made between the basic principles of Federalism and a confederation of states. At the same level the historical background of Certain Federal State Models such as USA, Switzerland, Canada and Belgium and their current applications have been analyzed comparatively. in addition to the faramework which emerged, an evaluation of the present situation in the Cyprus problem has been made and the sides' main views and proposals within the process have been analyzed. The section concerning Cyprus includes a history of the events which led to the current situation and analyzes the sides' approaches and expectations in concern with a Federal solution in Cyprus. Even this limited study has provided us with some important clues. All of the Federal models anayzed in this saidy are genuine models which have emerged and developed according to each country's own conditions such as geographical position, population, ethnic, cultural and religious charateristics, natural resources, international relations, historical development etc. and as a result, these elements have shaped the Federal system's character. Certain approaches which have exited and been accepted many years have been tested once again. However, the thorough anaysis of these models has shown that there are common points amog them. Firstly it has been observed that the diversities are more effective on the countries than the similarities. None of the countries had formed a voluntary federal union. It has been observed that Federalism is a cocept which aims at uniting and that the Federal states have attempted to form a union without removing the disparities within themselves. Most of the Federal unions emerged either as a result of the alliances Formed against the common enemy or as a result of the desire to improve the country's economic welfare. Other Federal unions emerged as a result of the civil-wars which went on for many years. At points where union was inavoidable the Federal units such as, regions, cantons, states did not form a union unless their priorities and valves had been guaranteed. At the Federal states where the units' fears had not been removed, intensive debates concerning the constitution occurred. However, if the Federal 130applications lead to a general improvement in the economic conditions and standard of living, and show respect to the units' priorities and values then the discussions held at the beginning fade away after a while. Although Federalism is not a magic formüle which solves all problems, in countries where ethnic groups exist it appears as a concept providing great apportunities to solve any such problems. As in the USA example, it is not possible to base the whole success on the concept of Federalism. The definition of Federalism may vary according to the conditions peculiar to that country. As seen in the Swiss model the genvine conditions may create genuine models after a very long period of evolution. However, as in Belgium, a genuine model can be created in a very short period of time without any interventions from outside. While seeking solutions to her own problems. Yet, situations contrary to the known facts have also occurred in the past. For example, the Federal state of Canada was established following the British parliament's resolution. Certain issues such as dual assembly system and the common representation of minorities which are among the basic principles of Federalism may not be implemented in some countries. Nevertheless, we see that a common culture and awareness of national identity has emerged as a uniting factor in Federal models which have been functioning success fully. As for Cyprus, it can be said that since a fully awareness of“Cypriotness”has not overshadowed a Turkish or Greek identity over the many years of common history and since the two sides, unlike other precedents have not joined forces against the common enemy within the historical process, and with the contributions of Britain have declared and are still declaring each other enemies, and since the two sides, instead of agreeing to live together on this small island with limited rosources, have tried and are still trying to live on their own and since numerical superiority has been a determining factor in political relations then I have to say that peace and cooperation under a Federal structure in Cyprus is still a long way away. Of course, other countries have gone through difficult stages too. Yet, a basic compromise has been achieved concerning the important issues. Most important of all, in no country has there been as much foreign intervention as in the Cypms example. 131
