Özet
Hızla küreselleşen Dünya'da, rekabet nedeniyle coğrafi sınırlar önemini zamanla kaybetmektedir. Bu da işletmelerin hızlı ve doğru karar vererek rekabet üstünlüğü sağlamaları için sektörel ve teknolojik gelişmeleri yakından takip etmelerini zorunlu kılmaktadır. Bu ihtiyaç gün geçtikçe artarak belirginleşmektedir. Bunun sonucunda teknolojideki hızlı gelişime paralel olarak Bilişim Teknolojisi'nde bir dizi önemli ilerlemeler kaydedilmektedir. Böylece yönetim bilgi sistemleri oluşmuş ve birçok işletmede kullanılmaya başlanmıştır. Bilişim Teknolojisi bilgisayar tabanlı üretilmiş ve işletmeler için gerekli olan bilgi sistemlerini doğru bir şekilde yönetmek için geliştirilmiştir. Bilişim Teknolojisi yardımıyla, gerekli olan tüm bilgiler istenildiği zaman güvenli bir şekilde tekrar ulaşılacak şekilde işlenerek depolanır. Böylece, gerek duyulan tüm bilgiler ortak bir veri tabanında çalışanların hizmetine sunulur. Bilişim Teknolojisi sistemlerinde sürekli yenilikler yapılmakta ve bu yenilikler işletmelerin işlerini her yönden kolaylaştırmaktadır. Gelişmeler önceki yıllara göre kendini daha belirgin olarak göstermektedir. Bilişim Teknolojisi'nin işletmeler içindeki yeri her geçen gün artmaktadır. İşletmelerin; maliyetlerini düşürmek, rekabet edebilmek ve yeni pazarlar bulabilmek için Bilişim Teknolojisi'ne olan ihtiyacı oldukça fazladır. Bu nedenlerden dolayı işletmeler Bilişim Teknolojisini kullanmak zorunda kalmış ve zamanla bağımlı hale gelmiştir. Böylece Bilişim Teknolojisi'nin örgütsel performansı etkilediği kendini açıkça göstermektedir. Gelişmekte olan ülkemizde işletmelerin ulusal ve uluslararası piyasalarda yer edinmesi ve yerini koruması için Bilişim Teknolojisini kullanması gerekmektedir. Bu çalışmada Bilişim Teknolojisi araçları ve faydaları için gerekli nedenler açıklanarak örgütsel performans üzerindeki önemi belirtilmiştir. Yüksek maliyetler gerektiren bu araçların gelecekte işletmelerin başarısını etkileyeceğini yapılan araştırmaların çoğu göstermiştir. Bu bağlamda işletmelerde kullanılan ve yüksek koordinasyon özelliği ile işletmelere ciddi değer katma potansiyeline sahip Bilişim Teknolojisi ile ilgili çalışmanın akademik alana, ulusal literatüre ve ülke ekonomisine faydalı olacağı kanısındayım. BT'nin zaman, maliyet, kalite gibi faydaları işletmelere fayda sağlayacaktır. Böylece ülke ekonomisine milli gelir anlamında katkı sağlayacaktır. Bu çalışmada Bilişim Teknolojisinin tanımı, kapsamı, işletmelerin Bilişim Teknolojisini kullanım nedenleri, işletmeler üzerindeki etkileri ve Bilişim Teknolojisi'nin örgütsel performans üzerindeki etkileri üzerinde durulmuş ve detaylandırılmıştır. Çalışma 505 örnekleme ile yapılmış ve işletmelerin demografik özellikleri, Bilişim Teknolojisi'nin işletmeler ve örgütsel performans üzerindeki etkileri ele alınmıştır. Elde edilen sonuçlara göre Bilişim Teknolojisi'nin örgütsel performans üzerindeki etkileri, işletmelerin bilgisayar kullanım yılı, toplam bilgisayar sayısı, çalışanların İnternet kullanım saati, programları (ERP, CAD vs.) ne kadar süredir kullandığı, programları kaç kişinin kullandığı, bilgi işlem alanında kaç kişinin çalıştığı, işletmelerin Bilişim Teknolojisini teşvik durumu ve bunların faydaları üzerinde incelemeler yapılmış ve ilişkiler bulunmuştur. Bilişim Teknolojisi kullanımının örgütsel performans üzerindeki etkilerinin sonuçlarına ulaşılmıştır. Bu araştırmada BT ve Örgütsel performansın boyutları göz önüne alınarak bir çalışma gerçekleştirilmiş ve TR1 bölgesinde faaliyet gösteren işletmelerin durumları tespit edilmeye çalışılmıştır.

ABSTRACT On fastly globalising world geographical borders have lasted its importance because of competition. This necessitate businesses to follow sectorel and technolojic developments closely in order to decide quickly and correct to provide competitive advantages. This necessity increasingly clarified day by day. As a result of this, parallelly to the quick development of technology, a range improvements noticed on information technologies. Thus, management information systems generated and had been used on many businesses. Information Technologies were generated computer based and developed so as to conduct the information systems that are necessary for the enterprises accurately. By the help of information technologies, all necessary data can processed and stored in a way that one can have an access to it anytime in any environment. In this way, all information that is needed is put at the disposal of the personnel in a common database. There are continious developments and innovations in the systems of information technologies and these innovations and developments pave the way for the enterprises in every respect. The developments assert themselves more clearly when compared with the previous years. The importane of the place of information technologies in enterprises is increasing every passsing day. The enterpises desperately need information tehcnologies in order to decrease the expenditures, to compete and find out new markets. For this reason, the enterprises have had to use Information Technologies and have became dependents upon them within time. Thusly, the fact that Information Technologies have an effect on organizationaş performance reveals itself. In our developing country, the enterprises have to use Information Technologies in order to attain a place in the national and international markest and protect them. In this study, the necessary reasons reuqired for the benefits and tools of Information Technologies are explained and their effect on organizational performance was specified. It is beyond any doubt that these tools that require high costs will definitely have an effect on the success of the enterprises. Within this concept, I am of the opinion that the study in relation to the Information Technology which has the potentiality to add value to the enterprises with its high coodination speciality will be useful for the academic field, international literature and the ecenomy of the country. The benefits of IT such as time, cost and quaiıty benefits will contribute the business and thus to the national economy in terms of GDP. In this study, the emphasis is mainly put on the definition, scope of the Information Technology, the resons why the enterprises use Information Technologies, the effects of Information Technologies on the enterprises and the effects of Information Technologies on the organizational performance and elaborated. The study was conducted with 505 sample surveys and the demographical features of the enterprises, the effects of Informational Technologies on enterprises and organizational performance are discussed. According to the results that were obtained, the effects of Informational Technologies on organizational performance, the computer usage year of the enterprises, total number of the computers, the internet usage hour of the personnel, for how long they use the programs, how many people use the programs (ERP, CAD), how many people work in the fields of data processing, the state of the encouragement of the Information Technologies by the enterprises and studies were made on the benefits of these and interactions were found out. The results of the effects of the use of Informational Technology on organizational performance were attained. In this research, a study was carried out taking into account the IT and orgaizatıonal performance, anh the conditions of the enterprise operating in TR1regıon had been determined.
