Özet
Karşılaştırmalı eğitim kapsamında yer alan bu çalışmanın amacı; Finlandiya ve Türkiye'nin zorunlu eğitim sistemlerini incelemek ve karşılaştırma yapmaktır. Hazırlanan bu yüksek lisans tez araştırması beş bölümden oluşmaktadır. Birinci bölümde, giriş, karşılaştırmalı eğitim, problem durumu, araştırmanın amacı ve önemi, sınırlamalar ve tanımlar, ikinci bölümde araştırmanın yöntemi, üçüncü bölümde Finlandiya zorunlu eğitim sistemi, dördüncü bölümde Türkiye zorunlu eğitim sistemi hakkında bilgi verilmiştir. Son bölümde ise Finlandiya zorunlu eğitim sistemi ile Türkiye'deki zorunlu eğitim sistemi karşılaştırılarak elde edilen veriler ışığında değerlendirme ve önerilerde bulunulmuştur. Araştırma sonucunda Finlandiya zorunlu eğitim sistemini etkileyen en önemli unsurların ülkenin siyasî yapısı, güçlü ekonomisi, zorunlu eğitim kademesinde öğrenim gören öğrenci sayısının azlığı, toplumun eğitime verdiği önem olduğu belirlenmiştir. Araştırmanın son bölümünde her iki ülkenin zorunlu eğitim sistemi incelenmiş ve karşılaştırılmıştır. Karşılaştırma sonucunda Finlandiya ile Türkiye zorunlu eğitim sistemi arasında başta öğretmen özellikleri olmak üzere, istikrarlı ve nitelikli bir eğitim yapısı, öğrencilere sağlanan sosyal hizmetler, okulların donanımı, öğretmen başına düşen ideal öğrenci sayıları, yerel yönetimlerin eğitime verdiği destek, okullardaki denetim birliği gibi konularda önemli farklılıkların olduğu görülmüştür.

The aim of this study within the comperatative Education, is to research the Finland compulsory education system and compare it with the compulsory Education System in Turkey. This post-graduate thesis is formed of five parts. In the first part, introduction, comparatative education, problem, the aim and the importance of the study, limitations and explanations have been put in appearance. In the second part, the method of the study has been emphasised on. In the third part the compulsory education system in Finland has been analysed. In the fourth part, information about the present situation of the compulsory education system in Turkey has been given informed. In the last part, in the light of the acquired information by comparing the compulsory education system in Finland and the compulsory education system in Turkey evaluation and suggestion have been made. According to the consequences of the research the most important factors that effects the Finland compulsory education system are the political structure of the country, ıts strong economy, the rarity of the students in the compulsory education system and the importance of education for the society. In the final part of the research, compulsory education system of two countries has been examined and compared. It has been seen that there are discreparcies about important subjects, especially about teacher's qualifications, a consistent and qualifield education structure, the social services provided for the students, the equipments of the schools, the ideal student issue for each teacher, the support that local administrations give, the unity of the supervisions at scools.
