Özet
19. yüzyılda başlayan ekonomik ve sosyal yapıdaki değişiklikler, 1929 ekonomik buhranı ve özellikle de II. Dünya savaşı neticesinde ortaya çıkan toplumsal ihtiyaçların devletler tarafından karşılanması beklentisine cevap olarak 1945-1970 yılları arasında uygulanan sosyal politikalar, devletlerin 1970'li yıllarda ekonomik ve sosyal açıdan krizler yaşamasına ve sosyal devlet fonksiyonlarının işlevsiz hale gelmesine neden olmuş ve bu durum siyasal ve ekonomik açıdan dönüşümü gerekli hale getirmiştir. 1980'li yıllar itibariyle uygulanan neoliberal politikalar, küreselleşme ve bilgi ve iletişim olanakların gelişmesiyle birlikte merkezi yönetimlerin sosyal politikalar alanında hizmet sunma yönetmelerinde değişiklik yaşanmasına neden olmuş ve merkezi yönetimlerin yetki ve sorumluluklarının bir kısmı yerel yönetimlere devredilmiştir. Bu bağlamda günümüzde merkezi yönetimler savunma, sosyal güvenlik, adalet, eğitim gibi ülke genelindeki hizmetlere yönelik politikalar üretirken, halka en yakın yerel yönetim birimi olan belediyeler de imar, şehircilik, altyapı, çevre düzenleme gibi görevlerinin yanında sosyal belediyecilik anlayışı çerçevesinde sunduğu, bilgilendirme, bilinçlendirme, sosyal ve kültürel faaliyetler, sosyal hizmetler ve yardımlar ile aktif bir rol oynamakta ve hizmeti en etkin, hızlı ve sürdürülebilir şekilde yerine getirmektedir. Bu çalışmada örnek olay yönetimi kullanılarak belediyelerin sosyal belediyecilik anlayışı üzerinden engellilere yönelik sunulan hizmetler değerlendirilecektir. Çalışmanın giriş bölümü ile birlikte ikinci bölümünde engelli ve engellilik kavramları, Dünya, Türkiye ve İstanbul'da yaşayan engellilerin niceliksel değerleri ve yasal haklarının tarihsel gelişimi; üçüncü bölümünde yerel yönetim ve sosyal belediyecilik kavramları ile sosyal belediyecilik anlayışı çerçevesinde hizmet veren belediyelerin tarihsel gelişimi, fonksiyonları ve faaliyet alanları; dördüncü bölümünde engellilere yönelik hizmetleri değerlendirmek üzere İstanbul Büyükşehir Belediyesi Engelliler Müdürlüğü tarafından verilen hizmetler üzerinde çalışılmıştır. Sonuç bölümünde İBB Engelliler Müdürlüğü tarafından verilen hizmetlerin ve istatistiklerin değerlendirilmesi yapılmış ve çözüm önerilerinde bulunulmuştur. Sonuç olarak İBB Engelliler Müdürlüğü'nün; mali bütçesinin, yetki ve sorumluluklarının, hizmet alanları ve çeşitliliğinin artış gösterdiği, engellilere en yakın ve hızlı hizmet vermek amacıyla İstanbul genelinde merkezler kurduğu ve sosyal belediyecilik anlayışı çerçevesinde engellilere yönelik sunulan hizmetleri ile Türkiye ve Dünya'ya örnek model olduğu gözlemlenmektedir.

The changes in the economic and the social structure that started in the 19th century and the social policies which were implemented between 1945-1970 in response to the expectation that social needs which particularly emerge because of World War 2 would be met by states, caused states to confront with social and economic crisis in 70's and social state functions to become dormant. Therefore, these made political and economic transformation necessary. The neoliberal policies have been implemented since 1980s, with the globalization and development of information and communication facilities led to changes in service delivery regulations in the field of social policies of central governments and some of the powers and responsibilities of central governments have been transferred to local governments. In this context, while central governments produce policies for services across the country such as defense, social security , justice and education; municipalities which are closest governance agency to the people, play an active role with informing and awareness raising, social and cultural activities, social services and aids, which submitted within the terms of social municipality perception; besides to their duties such as reconstruction, urban planning, infrastructure and environmental regulation. In this particular study, case study management is used to evaluate services oriented towards people with disabilities that are offered in terms of social municipality perception. In the introduction and second chapters of this study, the concepts of people with disabilities and disability, the historical development of the quantitative values and legal rights of the people living in the world, Turkey and Istanbul; in third chapter the concepts of local government and social municipality, the historical development, functions and fields of activity of municipalities which serve within the terms of social municipality perception; in fourth chapter it is studied on the services which are provided by İstanbul Metropolitan Municipality Directorate of Disabled People for evaluation of services intended to People with Disabilities. In final chapter, services and statistics that are given by İstanbul Metropolitan Municipality Directorate of Disabled People are evaluated and offered with solutions. In conclusion, it can be observed that with its financial budget, authority and responsibilities, service areas and varieties showing an increase, building centers across the Istanbul city to be able to serve people with disabilities as quick and close as possible and the services intended to people with disabilities within the framework of social municipality perception, İstanbul Metropolitan Municipality Directorate of Disabled People serves as a model to both Turkey and the World.
