123 ABSTRACT Kurt, Mehmet. The Determination of Potentials Concerning Distance Education Applications in Turkish Universities. Master Degree Thesis (Director of Thesis: Prof.Dr.(Phd) Cevat Alkan), University of Ankara, Institute of Social Sciences, Ankara, Turkey: 1996, X+ 124 p. This study intends to determine the potentials of the universities concerning mass education applications in higher education with respect to distance education in Turkey In this research, carried out as a survey, in order to determine the potential within higher education with respect to distance education elements, a questionnaire of 123 items was compiled under five headings; personel, institutional, educational units, educational-instructional applications, and recommendations. The questionnaire was sent to 218 faculties and 18 colleges of 24 Turkish Universities wich have undergraduate programmes out of 151 returned questionnaires 144 considered valid and used in the research. Data obtained from the respondents was analysed by using statistical techniques such as frequency (f), percentage (%) and mean (%). The results of the survey revealed that the higher education institutions are able to meet the demands of students with different potentials who expect to receive higher education from different fields at different levels; take put in administrative and organizational applications within central and local applications; need full time lectures and research assistants as well as experts; can organize summer schools in order to increase the capacity of educational units which use the building facility in full capacity but they are not able to use then in different time slotts obtain almost all of their financial resource from the124 State budget and exploit then from personel expenditures and current expenditures mostly use the information processing center, guidance and consultation services among the support services; are in cooperation with universities; work and want to work with computer lobaratory among the other interface services; use traditional class teacher-based instruction; highly participate in the programs results from the precoution taken to make distance higher education more productive and effective in terms of mass education.
