SUMMARY In the recent years, changes in the consumers requirements and needs, tech nological developments and globalization, make all companies use new techniques and develop strategies which help to operate successfully in very competitive glo bal markets. Total quality management is one of major techniques. Total quality management is a contemporary management philosophy which established based on quality. In total quality management, the quality is the job of everyone. The major purpose of total quality is to create total customer satisfaction. Thus, the total quality management is to satisfy internal and external customers re quirements and to improve all the processes continously. That is, the important ele ments of total quality are total participation, customer satisfaction, continously imp rovement and prevention faults. The leaders of total quality are Deming, Juran, Ishikawa and Feigenbaum. The term of total quality control have been announced firstly by Feigenbaum in 1957. Dr. Deming is an American academician who is taught the quality to Japanese. He widely has used statistical process control. Juran have visited Japan after Deming. Juran have described quality as fitness to use. Dr. Ishikawa have declared total quality management approach. İn 1962, he has announced“Quality Circles”firstly. There are several tools which are used to carry out total quality. These are Just in Time (JIT), quality circles, statistical process control, quality function deploy ment, education, etc. Quality circles are the most important tool of total quality ma nagement. Quality circles provide increasing savings, quality and productivity. Also they provide decreasing costs and faults. Quality circles have some goals. These are; 175a) To achieve a participative management system throughout the company. b) To satisfy needs of employees. Many companies have obtained significiant benefits from adopting total qua lity management So, total quality provides several benefits. These are; a) To increase productivity, market share and competitiveness. b) To decrease costs, faults and customer complaints. c) To satisfy customer needs and to increase customer satisfaction. d) To develop labour relations. e) To increase morale and motivation of employees. f) To increase flexibility to respond to the market demands. g) To decrease number of operations in process, h) To shorten times of product development. 1) To provide higher quality product. i) To deliver product and service to customer with shorter lead times. There are some application difficulties of total quality management in Turkey. These are the lack of quality education, unwillingness of employees and the other management degrees, the problems of traditional management structure, the lack of industry culture and cooperation between main and side industry, bureaucratic rules, the lack of qualified employees. In spite of all these problems, many companies apply total quality manage ment and obtain some successfull results. In our days, the companies are facing inc reasing competitive pressures. To deal with these pressures, the companies must adopt and practice total quality management. The quality is a life style; so all com panies adopt this aspect and must settle the understanding that cost and competi tion advantages will be provided by quality in the long term. 176
