This study explores the evolution of nationalism and the role of sub-state nationalism in creating new states by focusing on conceptual and theoretical insights of international relations and studies on nationalism. The order of global affairs has changed in the last three decades with the collapse of the Soviet Union in 1990. Along with the changing order of global affairs, the insights of international relations and nationalism have changed as well. Therefore, even though the theory of international relations keeps its importance to understand the roots of the formation of diverse societies, it is impossible to explain current global issues with only theory. In addition to this change, when we look at the theoretical literature of international relations or studies on nationalism, not much has been done for the last two decades. Hence, this study combines the theoretical insights from studies on nationalism, international law and current global issues to examine the role of sub-state nationalism in formation of new states and the sustainability of a new system. The failure of the new Iraqi state after the United States' invasion of Iraq in 2003 because of sub-state nationalist movements, and the current situation in Syria indicate the fact that the conflict between rival sub-cultures in these countries was caused by a lack of institutional power sharing. These are the essential problems of fragmented states. Based on theoretical studies on nationalism and the analysis of current global issues, it is evident that in order to have a successful state system in a multi-ethnic setting, the new system must adopt non-majoritarian principals of power sharing.
