SUMMARY Training of Public Administrators In this study, we have made a research on the subject that the recruitment of public administrators to commissioned in the higher levels of public administration and training efforts for the acquirement of administrative knowledge and skills required by their position in France, the United Kingdom, Pakistan and our country. One of the most important purposes of the study is to reach the results some what useful for our country by considering the different countries' experiences. In the introduction part of this study the public administrator is defined also qualifications and functions of a public administrator are clarified. In the first part of the study, initially the short history of public personnel systems of all countries are mentioned. Secondly recruitment examination and methods of administrators are examined. Thirdly we make a research on social-educational background of administrators who are recruited. In addition comparision and critism are made related with the recruitment process of all countries. In the second part of the study, post-entry training of administrator candidates are examined in all countries which are included in our study. Different countries experience and practice are compared and criticized related with post-entry training of administrators. In the last part of the study, in-service training of administrators are researched. Like in the second part of the study, experience and practice is compared and reviewed related with in-service training of administrators. 213As a result of the study, common characteristics of different countries are listed as such: a) An administrative class has been created in the countries except our country. The administrative traditions of countries have been affected the creation and formation of the this class. b) Great efforts have made for the administrative class to be formed from the persons coming from the different parts of the society and the persons differently educated. The accomplishments or the failures of the of the countries on this matter are mentioned throughout the study. This main aim is to form and administrative class which is not superior, but in which the people from different parts of the society are involved and represented. c) The candidates of the public administrators are recruited by a central examination in the countries except our country. d) Public administrators are persons who generally have obtained a unversity degree in all of the countries. Although higher education is not required for the access of the administrative position from the theoratical point of view in England and France; however, in practice the success rate in the recruitment examinations of the persons who do not have university degrees is very low. e) The administrative training process of each country reflects their administrative traditions. In other words, the administrator training fact is not independent from the administrative system itself and its past. 214f) The countires we examined is a post-entry training which the administrator candidates should attend and should accomplish successfully. This training is given in a central training institution. g) It is understood that in almost all of the countries the training of the administrators is a procedure which should be continued throught their professional life in a rapidly developed, changed and globalized world. But the importance given to in-service training of each country varies according to the administrative traditions, the intensity and heaviness of the post-entry training of the countires and according to being developed or developing countries. Taking into consideration these common characteristics, in the conclusion part proposals for our country are made related with recruitment and the training of administrators. As a result, we can say that unfortunately, Turkish public administration has not developed a clear and definite policy over the training of administrators, especially of the higher level administrators. However, in the developing countries like Turkey, in order to reach the success in the social and economic development, and effective and rational public administration system should be possesed. The prerequisite condition for this are highly qualified and trained public administrators. For this aim, the problem of the traning of public administrators has occupied the first place for our country, and it will primarily be and promptly be solved. 215
