Özet
ÖZET Dünyada ve ülkemizde yaşanan hızlı kentleşme, demokratikleşme, toplumsal ve teknolojik alandaki kesintisiz değişim, insan haklan konusundaki gelişmeler, globalleşme ve onun sonuçlan olarak ortaya çıkan yerelleşme, sağlanan hizmetlerde daha fazla halka dönüklük ve etkinlik gibi hususları gözönüne aldığımızda, mahalli idare anlayışımızın ve mahalli idarelerimizin gerçekçi ve akılcı bir anlayışla yeniden ele alınması artık kaçınılmaz bir gerçek olmuştur. Ülkemizde gözlemlenen ve daha çok belediye sınırlan içinde yoğunlaşan nüfus artışı, hem miktar hem de çeşitlilik bakımından hizmetlere olan talebi arttırmıştır. Bu durum, belediyeleri mali açıdan darboğaza sokmuştur. Üstelik, bu sorunlar günden güne artmaktadır. Bu bağlamda, tezimizde mahalli idarelerin, nasıl etkin birer kuruluş haline getirilebileceği ve bunun nasıl bir finansman yapısıyla çözülebileceği sorusunun cevabını aramaktayız. Öncelikle tez' de, Türkiye'deki mahalli idarelerin mevcut çerçevesi ayrıntılı olarak ortaya konmuş, hizmet ve gelir paylaşımı, gelirlerinde meydana gelen gelişmeler ve gelirlerin etkinlik ve verimlilik yönünden analizi yapılmıştır. Son bölümde ise mahalli idarelerin finansman sorunları, finansmanın etkinlik ve verimlilik yönünden analizi yapıldıktan sonra sorunun çözümüne yönelik öneriler sunulmuştur. Artık tüm dünya yerelleşmeye giderken, mahalli idarelere, artan hizmetlerine paralel olarak artabilen esnek gelir imkanları sağlama gerçeğini kabul etmiş ve mahalli idareleri mali balomdan özerk birer kuruluş haline gelebilmeleri için yeniden yapılanma sürecine sokmuşlardır. ABSTRACT It had been an unavoidable fact that our local governments and our perception about them should be taken over with rationalistic and realistic viewpoint again when we considered the matters such as the rapid urbanization in the world and in our country; the democratization, the uninterupted changes in the field of society and technology, the progressions in the human rights, the globalisation and the decentralization, the more publicness and effectiveness in the services provided, which have come out as it's results. The rapid population growth which has been obsorved in our country and concentrated ratherly in the municipal areas has increased the demand for services in terms of both guantity and diversity, This circumstance has put the municipalities into financial bottleneck. Moreover, these problems have been increasing day bay day. In this context, we tried to find the answer of question that how the local governments can be become effective organizations and what kind of financial structure is needed for the solution in our thesis. Firstly in the thesis, the current framework of local governments in Turkey has been brought up in detail and the shore of services and revenues have been analysed, particularly in terms of the progresses seen in their revenues and the efficiency and effectiveness of the revenus. In the last section, the financial problems of the local governments, after being analysed from the efficiency and effectiveness point of view, the proposals for the solution of the problems have been presented. Now, all the world, while the globalisation is getting widen, have accepted the fact that the local governments should be provided with the flexible revenue possibilities which can be expanded accordingly their increasing services, and have put the local governments into resutructing process in order that they can financially become qutonomous organizations.
