Özet
Bir kentsel dönüşüm projesinin, bölgeye ilişkin detaylı bir analize dayanması ve alanın yenilenmesiyle ilgili tüm aktörler ile koordineli bir şekilde yürütülmesi gerekmektedir. Kentsel dönüşüm projelerinde aktörlerin katılımı ile oluşturulacak ortaklık yapısı her bölgeye ilişkin özelliklere ve ihtiyaçlara göre şekillenmektedir. Bu çalışmanın amacı; kentsel dönüşüm sürecinde yer alan temel aktörlerin dönüşüm çalışmalarına dahil olma biçimlerinin ve süreç içerisinde izledikleri yolların incelenmesi ile kamu müdahalelerinin sürece etkileri bağlamında kamu ve özel sektör ortaklık yapılarına ilişkin temel yaklaşımlar geliştirilmesidir. Çalışmada, İstanbul'da gerçekleşmekte olan dönüşüm projeleri arasında gerek ölçek itibari ile gerekse de deneyimlenen yeni bir dönüşüm yaklaşımı içermesi nedeni ile farklı bir yere sahip olan Fikirtepe kentsel dönüşüm projesinde yer alan aktörler arası ortaklık yapısı ve kamu aktörlerin süreç boyunca değişen rolü irdelenmiştir. Bu amaçla Fikirtepe ve çevresinde gerçekleşen kentsel dönüşüm çalışmalarının planlama ve uygulama süreçlerindeki aktör ilişkilerini çözümlemek üzere nitel araştırma yöntemlerinden birisi olan yarı yapılandırılmış görüşme tekniği kullanılarak derinlemesine görüşmeler yapılmıştır. Fikirtepe Kentsel Dönüşüm süreci kamu aktörlerinin etkinliğine göre üç döneme ayrılarak incelenmiştir. Aktörlerle yapılan görüşmeler sonucunda her döneme ilişkin sorunlar tespit edilerek dönemler arasında benzerlikler ve farklılıklar ortaya çıkarılmış, kamu aktörlerinin çözüm yaklaşımları değerlendirilmiştir. Alan araştırmasından elde edilen veriler literatür çalışması ile karşılaştırılarak tartışılmıştır. Sonuç olarak kentsel dönüşüm sürecinde kamunun etkisinin ve katkısının her aşamada olması gerektiği ve kamunun dönüşüm çalışmalarında katalizör etkisi ile uzlaştırıcı ve denetleyici bir yapısı olduğu ortaya çıkmıştır.

An urban transformation project should be based on a detailed analysis of the region and should be carried out in coordination with all actors involved in the renewal of the area. The partnership structure to be formed by the participation of actors in urban transformation projects is shaped according to the characteristics and needs of each region. The aim of this study is to examine the ways in which the main actors involved in the urban transformation process are involved in the transformation process and the ways they follow in the process, and to develop basic approaches to public and private partnership structures in the context of the impact of public interventions on the process. In the study, the transformational structure of actors and the changing role of public actors in the Fikirtepe urban transformation project, which has a different place due to the fact that it is a new transformation approach that is experienced both in scale and also in the transformation projects taking place in Istanbul. For this purpose, realized in and around Fikirtepe In-depth interviews were conducted using semi-structured interview technique which is one of the qualitative research methods in order to analyze the actor relations of urban transformation studies in planning and implementation processes. Fikirtepe Urban Transformation process is divided into three periods according to the effectiveness of public actors. As a result of the interviews conducted with the actors, the problems related to each period were determined and similarities and differences were found between the periods, and the solution approaches of the public actors were evaluated. The data obtained from the field research were discussed by comparing with the literature study. As a result, it has been revealed that the impact and contribution of the public should be at every stage in the process of urban transformation and that the public has a conciliatory and supervisory structure with the effect of catalyst in the transformation works.
