Özet
İnsanların yaşamak için iş bölümü yapması yeryüzünde ayak izlerinin takip edilebildiği dönemlere tarihlenen bir gelenektir. İlk zamanlar avlanmak ve korunmak maksadıyla iş birliği yapan insan, daha sonraları bunun önemli bir konfor sağladığını anlamış ve daha karmaşık oluşumlar kurmayı denemiştir. Hatta sonraları nüfusun artması, kaynakların azalması ve doğa şartlarının çetinleşmesi ile bu karmaşık organizasyonlar bir çeşit yönetsel yapılara dönüşmüştür. Bu yönetsel yapıların zaman içinde bazı düzenleyici kurallar koyması ve bu kurallara uyulması için bir takım zorlayıcı tedbirler alması ile erken dönem devlet yapıları ortaya çıkmıştır. Elbette devlet hem bir fikir hem de fiziki bir yapı olarak süreç yaklaşımı çerçevesinde evrimleşmeye devam etmektedir. Devlet, basit anlamda bir iş birliği ve iş bölümü fikrinden ortaya çıksa da günümüzde bunun çok ötesinde bir anlam ifade etmektedir. Bu çalışmanın amacı ilk olarak devletin özellikle İlk Çağdaki felsefî temellerini ortaya koymak ve ardından yine bu çağdaki tarihsel serüvenini takip etmektir. Felsefî temellerini anlama gayretinin sebebi değişen dünya şartları ve başkalaşan insan ihtiyaçları çerçevesinde bu kavramın yeniden sorgulanmasını sağlamaktır. Tarihsel serüvenini anlamaktan güdülen gaye ise kavramın geleceğine bir projeksiyon yapmak ve muhtemel dönüşüm yönünü belirlemektir. Bu maksadın gerçekleşmesi için devletin felsefi olarak irdelendiği Eski Yunan dönemi ele alınacak ve Orta Çağa kadar ki zaman diliminde konu irdelenecektir. Özellikle Sofistlerin bu konudaki düşünceleri ele alınarak konuya başlanacaktır. Daha sonra Sofistlerle sürekli bir etkileşim içinde olan Platon'un kavrama yüklediği anlam anlatılacaktır. Bunun sonunda ise Platon'un hem öğrencisi hem de eleştirmeni olarak değerlendirebileceğimiz Aristoteles'in konuya ilişkin felsefi söylemi ele alınacak ve değerlendirilecektir. Daha sonra ise karşımıza daha organize devlet yapılarının ortaya çıktığı dönemlerde özellikle Roma İmparatorluğu döneminde yaşamış ve bu dönemin devlet anlayışlarını etkilemiş olan filozofları konuya ilişkin görüşleri ile konuya devam edilecektir. Bundan sonra ise tarihsel bilgi ışığında kavramın hem felsefi hem de tarihsel evriminin muhtemel yönü ile ilgili kısa bir değerlendirme yapılacaktır.

Making a division of labor to live for people is a tradition dated to the periods when people's footsteps on the earth can be followed. The person who collaborated with the purpose of hunting and being protected in the first time later realized that this provided an important comfort and tried to establish more complex formations. Even, with the increase of the population, the reduction of resources and the hardship of natural conditions, these complex organizations have turned into some kind of administrative structures. Early governmental structures emerged when these managerial structures put in place some regulatory rules and adopted some coercive measures to comply with these rules. Of course, the state continues its evolution both as an idea and as a physical structure within the framework of the process approach. Although it emerged from a simple sense of cooperation and division of labor, it means a lot beyond this. The aim of this study is to reveal the philosophical foundations of the state especially from the first ages and then to follow the historical adventure of this age. The reason for trying to understand the philosophical foundations is to provide a re-questioning of this concept within the framework of changing world conditions and altered human needs. The aim of understanding the historical adventure is to make a projection to the future of the concept and determine the direction of evolution. In order to realize this aim, the ancient Greek period, in which the state is philosophically examined, will be discussed and the subject will be examined in the period until the Middle Ages. In particular, the subject will be discussed by considering the opinions of the Sophists on this issue. Then the meaning of Plato, which is in constant interaction with the Sophists, will be explained. At the end, Aristotle's philosophical discourse, which can be regarded as both a student and a critic of Plato, will be discussed and evaluated. Later on, the philosophers who lived in the period of the Roman Empire and influenced the understanding of the state during the periods when more organized state structures emerged will be continued with their views on the subject. After that, a short evaluation will be made about the possible direction of both philosophical and historical evolution of the concept in the light of historical knowledge.
