Özet
Bu araştırma, yerel yönetimlerin, sığınmacıların topluma uyumuyla ilgili yapmış olduğu çalışmaları ve paydaşlarla olan ilişkileri kapsamaktadır. Araştırmamızın amacı Türkiye'de şimdiye kadar yaşanmış ve halen yaşanmakta olan sığınmacı sorununu gündemde tutmak ve çözüm üretmektir. Bu nedenle hem yerel yönetimleri hem de sığınmacıları daha yakından tanımak gerektiği fikri ortaya çıkmaktadır. Yerel yönetimleri ve sığınmacıları tanıma süreci içerisinde her iki paydaşın da bilinmeyen birçok sorununun olduğu tespit edilmiştir. Birinci bölümde göçün kavramsal çerçevesi çizilmektedir. Bununla birlikte göç teorileri, göç türleri, göçün nedenleri ve göçün çeşitleri üzerinde durulmaktadır. İkinci bölümde yerel yönetimlerin göç yönetimindeki rolü işlenmektedir. Bu bölümde yerel yönetimler hakkında temel bilgiler verilerek göç konusunda yerel yönetimlerin izlediği politikalar, paydaşların rolü ve uyum çalışmalarına değinilmiştir. Ayrıca yerel yönetimlerin sığınmacıların uyumundaki rolü, sığınmacılarla ilgili uyumun hangi alanlarda olduğu ve bu alanları nasıl etkilediği işlenmektedir. Üçüncü ve son bölümde ise tezin araştırma yönteminin (veri toplama tekniği), araştırmanın uygulaması ve sonuçları değerlendirilerek bulgular yazılmaktadır. Çalışmamızda yerel yönetimlerin geleceği, sahaya inilerek yakından incelenmesi amaçlanmıştır. Pendik ve Tuzla Belediyeleri'yle yapılan görüşmeler sonucunda belediye yetkililerine yaklaşık otuz soru sorulmuştur. Bu sorulara verilen cevaplarda belediyelerin, sığınmacıların uyumuyla ilgili farklı çalışmalara yöneldiği görülmektedir. Mültecilerle ilgili sorunların en aza indirilmiş olması nedeniyle Pendik ve Tuzla Belediyeleri örneklem olarak seçilmiştir. Bu çalışmanın sonucunda yerel yönetimler sığınmacıların topluma uyum sağlamasında önemli mesafe kat edildiği, ancak yerel yönetimlerin bir kısmının sorunların çözümünde hesap verilebilirlik açısından etkin rol almadığı görülmektedir. Türkiye genelinde merkezi yönetimin ve yerel yönetimlerin ortak bir veri tabanının olmayışı, sığınmacıların uyumunu olumsuz manada etkilemektedir. Bu nedenle GİGM' in hazırlamış olduğu veri tabanını yerel yönetimlerin kullanımına açması sığınmacıların sorunlarının çözümü hususunda çok etkili olacaktır.

This research includes the studies carried out by the local authorities on the integration of asylum seekers into society and the relations with the stakeholders. The aim of our study experienced so far and still keep the refugees in Turkey on the agenda and to develop solutions to problems that are being experienced. Therefore, the idea that both local administrations and asylum seekers should be introduced more closely arises. In the process of recognizing local governments and asylum seekers, it was found that both stakeholders had many unknown problems. In the first part, the conceptual framework of migration is drawn. However, migration theories, types of migration, causes of migration and types of migration are emphasized. In the second part, the role of local governments in migration management is discussed. In this section, basic information about local governments is given and the policies followed by local governments, the role of stakeholders and adaptation studies are discussed. In addition, the role of local governments in the integration of asylum seekers, the areas in which compliance with asylum seekers are involved and how they affect these areas are covered. In the third and last part, the research method of the thesis (data collection technique), the application of the research and the results are evaluated and the findings are written. In this study, it is aimed to examine the future of local governments by going down to the field. As a result of the meetings with Pendik and Tuzla Municipalities, the municipal authorities were asked about thirty questions. In the answers given to these questions, it is seen that the municipalities have turned to different studies on the adaptation of asylum seekers. Pendik and Tuzla Municipalities were chosen as the sample because the problems related to the refugees were minimized. As a result of this study, it is seen that local governments have made significant progress in the adaptation of asylum seekers to society, but some of the local administrations do not play an active role in solving problems. In Turkey, the central government and the lack of a common database of local governments, affect the consistency of asylum seekers in a negative sense. Therefore, the opening of the database prepared by the DGMM to the use of local governments will be very effective in solving the problems of asylum seekers.
