Özet
Avrupa Birliği İkinci Dünya Savaşı sonrasında siyasi, güvenlik hem de ekonomik açıdan bir birlik oluşturma ve bölgede istikrarı sağlamak amaçları üzerine kurulmuş bir topluluktur. Birleşik Krallık ise bu topluluğa kuruluş aşamasında çeşitli sebeplele katılmamış olmakla birlite zaman içerisindeki politika ve ekonomik fayda değişkenleri ile birlikte Birliğ'e katılım kararı almıştır. Avrupa Birliği'nin Birleşik Krallığı kabul etmesi de zaman almıştır. Birleşik Krallık Birliğe üye olmakla birlikte her zaman mesafeli ilişki içerisinde olma politikasını izlemiş ve Euro bölgesi gibi oluşumların da içerisine katılmamıştır. 2016 yılına geldiğimizde ise bu farklı tutumun sonucu olan referandurum ile Avrupa Birliği'nden ayrılma kararı alınmıştır. Bu kararın hem Avrupa Birliği hem de İngiltere açısından farklı sonuçlar yaratacağı aşikar olmakla birlikte en çok etkilenecek sektörün elbetteki ekonomi olacağı gerçeği de değişmemektedir. Özellikle İngiltere açısından, finans sektöründeki merkezi konum ve liderliğinin devam etmeyecek olması ve yaşanacak gelir kaybının nasıl yönetileceği soruları karşımıza çıkmaktadır. Avrupa Birliği açısından ise, yeni finans merkezinin nerede olacağı ve üye devletlerin hem ekonomik hem de sosyal açıdan süreçten en az seviyede etkilenmeleri için izlenecek politikaların ne olacağı soruları öne çıkmaktadır. Bu çalışmada, Avrupa Birliği'nin oluşum süreci, Bankacılık sektörünün 2008 Kriz sonrası durumu, Birleşik Krallığın AB'ye katılım süreci ve sonrasındaki ekonomik durumu, Birleşik Krallığı Brexit'e götüren etmenler, Brexit'in gelişimi ve sonrasında hem Avrupa Birliği hem de Birleşik Krallık finans ve bankacılık sektörü açısından oluşturacağı etkiler, alınan önlemler ve bu önlemlerin İngiltere'nin konumunu koruyup korumayacağını ele almaktayız.

The European Union is set up with the purpose of establishing unity in the poltical, security and economic terms after World War II and also ensuring stability in the region. On the other hand, the UK didn't join the European Union in the establishment process especially for political reasons and afterward in line with the political changes in both EU and UK resulted a memership of European Union. It took time for the European Union to accept Britain. Although the United Kingdom is a member of the Union, it has always pursued a policy of being distinct member of EU and has not been involved in Eurozone. As a result of the distinct stance within the Union the United Kingdom voted to leave European Union in June 2016. While it is clear that this decision will have different consequences for both the European Union and the UK and there is no doubt that the most affected sector will be the economy. Regarding the UK central and leadership position in financial sector will not contiue and how to manage this detoriation in financial sector is the most curious and unknown question of the process. In other side of the process, European Union evaluating the questions of where to the new financial center will be and what policies to be followed in order to minimize the impact of the member states on the economic and social aspects are raised. In this study, firstly the foundation process of the European Union, the EU banking sector analysis and current situation after 2008 crisis have been analyzed. Sondly, The participation process of UK to the EU and the economic situtaion after this attendance also indicated in this study. Finally, the factors that lead the United Kingdom to Brexit decision, the developmemt of Brexit process, the effects for both the European Union and UK financial services and banking sectors. We also find the answer of the question that will these measures protect the UK position in finance sector?
