Özet
Dünyanın en köklü ve en işler yönetim mekanizmasına sahip olan Osmanlılar için toprağin dağıtımı, işletilmesi ve kullanımı çok önemli bir husustur. Hatta denilebilir ki Osmanlı devletinin yönetim sistemi toprak yönetimiyle doğrudan bağlantılıdır. Bir Ortaçağ devleti olarak Osmanlı İmparatorluğu kuruluş ve yükseliş dönemlerinde toprak sistemine büyük bir önem vermiştir. İşte bu çalışma 13.-15. Yüzyıllarda Osmanlı yönetim sisteminin esasını oluşturan toprak yönetiminin temel esaslarını ortaya koymayı amaçlamaktadır.

For the Ottomans, which have the most rooted and most business management mechanisms in the world, the distribution, operation and use of land is a very important issue. It can even be said that the administrative system of the Ottoman state is directly related to the land administration. As a medieval state, the Ottoman Empire gave great importance to the land system during the establishment and rise periods. This study aims to reveal the basic principles of the territorial management which form the basis of the Ottoman administration system in 13-15 centuries.
