Özet
III ÖZET Tarım kesiminde hizmet kooperatifleri grubunda yer alan ve 1163 sayılı kooperatifler yasasına göre kurulan“Pancar Ekicileri Kooperatifleri”ile bunları bir araya getiren“PANKOBİRLİK”kuruluşlarından bu yana, kuruluş biçimi ve güçlü organizasyon yapılan, kooperatifçilik düşünce ve ilkelerine bağlılığı sayesinde ülkemiz tarım ve sanayiine önemli katkılarda bulunmuşlardır. Bugün sayılan 28 adet olan birim kooperatifler pancar ekiminin yapıldığı 62 ili kapsayan geniş bir alanda faaliyetlerini sürdürmektedirler. Adetlerindeki sayısal azlığa karşın, birim kooperatiflerin ortak ve sermaye yapılan“Kooperatif güçbirliği”ilkesine uygun olarak gelişmiştir. PANKOBİRLİK ve bünyesindeki kooperatifler, demokratik yapısı ve geniş tabanı ile tarımsal kooperatifler arasında ilk sırayı almaktadırlar. Birim alanda elde edilen ürünün daha üst seviyeye çıkarılabilmesi için sürekli bir çaba içindedirler. 28 adet Pancar Ekicileri Kooperatifinin 31.12.1995 tarihi itibariyle 1 Milyon 535 Bin ortağı, 211 Milyar TL. ödenmiş sermayeleri mevcuttur. Pancar Ekicileri Kooperatiflerinin güçlü organizasyon yapılan, kooperatif düşünce ve ilkelerine bağlılığına rağmen birtakım problemlerini henüz çözememiştir.Bunun nedeni de; ekonomik, sosyal ve kültürel yapımızı dikkate alarak bilimsel araştırmaya dayalı uzun süreli ve tutarlı bir kooperatifçilik politikasının uygulanmamış olmasıdır. Bu kooperatiflerin finansman, üst örgütlenme, eğitim, mevzuat ve denetim gibi konulardaki problemleri henüz istenen düzeyde çözümlenememiştir. Bu amaçla ülkemizdeki Pancar Ekicileri Kooperatifleri araştırılmış ve kooperatiflerin genel yapısı, problemleri belirlenmeye çalışılmıştır. Örnek olarak seçilen Beypazarı Pancar Ekicileri Kooperatifi üyelerine yönelik bir anket çalışması yapılmış ve bu anket çalışmasının sonuçlan değerlendirilmiş Pancar Ekicileri Kooperatiflerinin problemleri tesbit edilerek çözüm önerileri getirilmiştir.

ABSTRACT“Beet Croppers Cooperatives”, which take place in service cooperatives group in agriculture sector and was founded in compliance with Cooperatives Law number 1163, and PANKOBIRLİK uniting these cooperatives have made very important contributions to agriculture and industry of our country owing to their form of establishment, strong organization structure and loyalty to cooperative principles. At present, 28 unit cooperatives perform their activities in a very large area comprising the 28 cities in which beet is breeded. In sprite of their small number, their associate and capital structures have been developed according to the“Cooperative Force Joinment”. PANKOBIRLİK and the cooperatives within its body, take the first rank among the agricultural cooperatives with their democratic structure and widespread base. They have been continuously making efforts to increase the crop obtained from unit land. 28“Beet Croppers Cooperative”have 1,535,000 associates and a paid-up capital of 211 Billion TL by 31.12.1995. Beet Croppers Cooperatives, in spite of their strong organization structure and loyalty to cooperative principles, couldn't solve some of their problems yet. The reason for this is that a cooperative policy based on scientific research and taking into consideration the economic, social and cultural structure of our country has not been applied. Some problems of these cooperatives related to financing, upper organization, education, regulations and inspection couldn't be solved yet at the desired level. For this purpose, Beet Croppers Cooperatives in our country have been investigated and efforts have been made to determine the general structure and problems of cooperatives. A survey study was carried out the associates of Beypazarı Beet Producers Cooperative which was chosen as a sample. The results of this study was evaluated, the problems of Beet Producers Cooperatives were determined and some measures were proposed to solve these problems.
