Özet
KOSGEB desteklerine, 2018 Şubat ayından itibaren e-Devlet üzerinden başvuru yapılmaya başlanmıştır. KOSGEB desteklerine e-Devlet üzerinden başvuru yapılmasının kurum çalışanlarının memnuniyeti üzerindeki etkisi, bu çalışmada incelenmiştir. Bu bağlamda, öncelikle e-Devlet kavramına ilişkin temel tanımlara kavramlara değinilmiş, e-Devlete ilişkin bilimsel literatürde yer alan bilgiler aktarılmaya çalışılarak, internet kullanımının ve e-Devletin tarihsel süreç içerisindeki gelişmeleri irdelenmeye çalışılmıştır. Çalışmada, e-Devlet kavramının tarihsel süreç içerisinde gelişimi incelenirken ülkemizdeki e-Devletin gelişim sürecindeki bulgulara da yer verilmiştir. e-Devlet portalı incelenerek, vatandaşlar için e-Devlete başvuru sürecinin sistem içerisinde nasıl yürütüldüğü ortaya konmuştur. Portalın işleyişine ilişkin sürece yönelik bilgiler e-Devlet sitesinden alınan ekran görüntüleri ile zenginleştirilmiştir. e-Devlet sürecinde karşılaştırma yapılabilmesi amacıyla Avusturya ve İsviçre'deki e-Devlet sistemi ilgili ülkelerin hükümet internet siteleri kanalıyla incelenmiş ve ülkemiz e-Devlet sistemine incelenen ülkeler doğrultusunda öneriler getirilmiştir. Akabinde, KOSGEB kurumuna ilişkin genel manada bilgilendirme yapılarak, kurumun e-Devlet sürecine geçişine ilişkin bulgulara değinilmiştir. Vatandaşların, e-Devlet sistemine başvuru yapmasına ilişkin sürecin tam manasıyla anlaşılabilmesi için ekran görüntülerine yer verilmiştir. KOSGEB kurumunda çalışan ve destek sürecinde görev alan KOBİ Uzmanı, KOBİ Uzman Yardımcısı ve Müdür pozisyonundaki kişilerle anket çalışması yürütülmüş ve çalışanların KOSGEB desteklerine e-Devlet üzerinden başvurulmasına ilişkin memnuniyet değerlendirilmesi ortaya konmuştur. Sonuç tartışma ve öneriler kısmında çalışmaya ilişkin genel bir değerlendirme yapılarak Türkiye'deki e-Devlet sistemine ve çalışanlardan gelen geri bildirimlere göre KOSGEB e-Devlet süreçlerinin yürütülmesine ilişkin öneriler getirilmiştir.

Since February 2018, KOSGEB support applications have been submitted through e- Government. In this study the effect of applying the supports through e- Government over the satisfaction of employees of KOSGEB is being eximined. With this context, first of all some basic definitions and concepts about e-Government are being mentioned and presenting scientific literature, the usage of internet and the progress in the historical process of e-Government have been tried to be discussed. In this study while eximining the progress in the historical process of e-Government concept, it has also been mentioned the findings of the process of e-Government progress in our country. Eximining e-Government portal, it has been emerged how the process of applying e-Government within the system is being performed for citizens. The information derived from the process relevant with the functioning of the portal has been enriched from screen shots having been received from e-Government website. In order to make comparison e-Government process in our country to those in Austria and Switzerland, the governmental websites were eximined and proposals were offered in the direction of the countries having been eximined. In the sequel, as generally notifying has been fulfilled about the institution of KOSGEB, the findings regarding the transition of e-Government process has been mentioned. Screen shots have been given place in order to make citizens' process concerning submission to e-Government system understand in the strict sense. Surveys were conducted with people in the positions of SME expert, associate SME expert and manager and satisfaction assessment of personnel were presented concerning submission to KOSGEB supports through e-Government. Generally evaluating the study in conclusion, discussion and suggestions parts, suggestions have been made for performing e-Government system in Turkey relying on the feedbacks from personnel.
