Özet
Dünya çapında giderek daha fazla insan yurt dışında sağlık hizmeti almayı talep etmektedir. Türkiye sağlık turizmi konusundaki yetkinliği, sağlık ve bakım hizmetlerinin kalitesi nedeni ile sağlık turizmi hastaları için güven duyulan bir ülke olmanın yanı sıra fiyat avantajı ile de tercih edilen bir ülke konumundadır. Tezin amacı; bir bilgi sistemi olarak e-Nabız uygulamalarının sağlık turizmi hastalarına ve hekimlere uygulanabilir olması için eksikliklerin giderilmesi, yeni bir model çerçevesinde daha etkin kullanımının sağlanmasıdır. Bu amaçla Türkiye'nin ve dünyanın en prestijli hastaneleri arasında yer alan Hacettepe Üniversitesi Hastaneleri Uluslararası Hasta Koordinatörlüğü bünyesinde 01.04.2019 ile 01.04.2020 tarihleri arasında ayaktan ve yatarak hizmet almış 409 sağlık turizmi hastasına ve Hacettepe Üniversitesi bünyesinde öğretim üyesi ve araştırma görevlisi olarak çalışmakta olan 572 hekime yüz yüze anketler uygulanmıştır. İstatistiksel değerlendirmeler IBM Statistics 25.0 paket programı ile yapılmıştır. Araştırma sonucunda, e-Nabız uygulamalarının sağlık turizmi hastaları ve hekimler için de geliştirilmeye ihtiyaç olduğu ve sağlık verilerine elektronik ortam üzerinden erişimin sağlık turizmi hastaları tarafından talep edildiği tespit edilmiştir. Çalışmada kanıtlanan hipotezler ve yapılan literatür incelemesi sonucu elde edilen bilgiler doğrultusunda sağlık turizmi hastalarının söz konusu talep ve ihtiyaçlarını karşılamak amacıyla e-Pulse International sistemi model önerisi oluşturulmuştur. Çalışmada e-Pulse International sisteminin uygulama sürecine ait aşamalar kurgulanmış ve temel bileşenleri tanıtılmıştır. E-Pulse International sistemi ile Türkiye'ye gelen sağlık turizmi hastalarının sağlık verilerine dünyanın her yerinden hızlı ve güvenilir bir şekilde erişmelerini sağlamak, işlemlerini kolaylaştırarak, onlara kişiselleştirilmiş, hızlı ve güvenilir hizmet sunmak ve sağlık turizmi hastalarına verilen hizmetlerin kalitesinde bir değer yaratarak sağlık turizminin ülke ekonomisine katkısını artırmak hedeflenmektedir.

More and more people around the world are seeking healthcare abroad. With its strong capabilities in health tourism and the quality of its medical and healthcare services, Turkey not only enjoys the trust of medical tourists, it also offers cost advantages. This thesis aims to propose a model for removing the deficiencies of e-Nabız applications as an information system, making them easier to use by patients and physicians and ensuring their more effective use. To this end, face-to-face interviews were conducted with 409 medical tourists who received inpatient and outpatient services from the International Patients Coordinatorship of Hacettepe University Hospitals between April 1, 2019 and April 1, 2020, as well as with 572 physicians working as faculty members or research assistants at Hacettepe University. Statistical analysis was conducted using the software package IBM Statistics 25.0. It was found that there was a need to develop e-Nabız applications for medical tourists and physicians as well, and medical tourists would like to have electronic access to their health records. On the basis of the hypotheses confirmed in the present study and the results of the literature review conducted, an e-Pulse International system was proposed to address these needs and desires of medical tourists. The study defines the main components of the e-Pulse International system, and details the stages for its implementation. The E-Pulse International system aims to allow medical tourists in Turkey to have fast and reliable access to their health records from anywhere in the world, offer them fast, reliable, and personalized services by facilitating their procedures, and create added value for the quality of the healthcare services provided to medical tourists, thus improving the contribution of medical tourism to national economy.
