Özet

Bu çalışmanın amacı Üniversitelerde tasarım öğrenimini tamamlayarak yedeksubay adayı olarak İstihkam Okuluna gelmiş ve askerlik hizmetlerini kura çekerek İnşaat Emlak Teşkilatında çalışacak muvazzaf subay personelin eğitimi öncesi ve süresinde elleri altında bulunduracakları bir rehber hazırlamaktır. Çalışmada konular önce geçerli yasa ve mevzuat hükümleri doğrultusunda incelenmiş ve işlemler, bu mevzuat çerçevesi içerisinde açıklandıktan sonra akış diyagramları verilerek, örneklerle desteklenmiştir. Konular ilgili mevzuata uygun olarak yapıldığında dahi bazı sorunların yaşanmış olması ve istenmeyen olayların gerçekleşmesinin ardındaki sorunlar tartışılmış ve mevcut problemlere örnekler getirilerek çözüm yöntemleri sunulmuştur. Başlangıçta genel açıklamalar yapılmış olup, kısaltmalar ve işaretler ile ikinci bölüm l.ci kısımda İnşaat Emlak Dersi kapsamında kullanılan bütün terimler açıklanmıştır. İkinci Bölüm 2.ci kısımda ise İT.Ü.'nin temelini teşkil eden istihkam okulunun tarihçesi kronolojik sıra ile anlatılmıştır. Üçüncü kısımda ise MSB. İnşaat Emlak Başkanlıklarının kuruluşları izah edilerek tablolar verilmiş, görevleri ise maddeler halinde sıralanmıştır. Dördüncü kısımda ise İnşaat Emlak hizmetlerinde karşılaştığımız Kanunlar ile ilgili bilgiler verilmiştir. Üçüncü Bölüm l.ci kısımda genel olarak İnşaat Hizmetlerinin planlanması ve bütçeleme işlemleri açıklanmış 710 (Büyük Onaran), 470 (Savunma Harcamaları) ile 370 (Küçük Onarım) ödeneklerindeki hususlara açıklık getirilmiştir. Dördüncü Bölümde Keşif ve ihale faaliyetleri izah edilmiş, lO.cu Bölümde akış diyagramları ile sunulan faaliyetler hakkında detaylı bilgiler verilmiştir. Aynı bölümün sonuna eklenen çizelgeler mevcut yeterlilik komisyonlarının fotokopi ile çoğaltılarak kullanabileceği geçerli çizelgelerdir. Beşinci Bölüm, İnşaat hizmetlerinde Etüd proje faaliyetlerinde ayrılmıştır. nüAltıcı Bölümde İnşaat Yönetim ve Kontrol Hizmetleri detaya olarak incelenmiştir. Yedinci Bölümde genel olarak Emanet işler anlatılmaya çalışılmış, akış diyagramları ile işlemler adım adım izlenmiş örnek bir Emanet dosyada işin planlanmasından geçici ve kesin kabulün yapılmasına kadar tüm aşamalar gösterilmiştir. Sekizinci Bölümde basit bir inşaat ele alınarak Metraj çıkarılması ve keşfe dönüştürülmesi, Dokuzuncu Bölümde, hazırladığım örnek bir hak ediş programını Onuncu Bölümde Türk Silahlı Kuvvetleri İşlem Akış diyagramları ile MSB ihaleli işler akış diyagramlarını, Onbirinci Bölümde Visual Basınç 3.0 yazılım programıyla hazırlanan İnşaat Birlikleri Bilgi Programını, Onikinci Bölümde ise sonuç ve öneriler başlığı altında bu tez çalışmasıyla hangi konulardaki eksikliklerimize ışık tutabüeceğimizi ve önerilerimiz ortaya konulmuştur. Ayrıca bu çalışmada İnşaat Emlak Teşkilatınca kullanılan mevcut yönetmeliklere uygun tablolar verilmiş; bu tabloların nasıl doldurulacağı örnekler de ilgili bölümün sonuna eklenmiştir. XIV

SUMMARY OBJECTIVE: With This work, it is aimed to prepare o hand Book for quick reference purposes to he used by regular army officers, who are bound to work in the organization of civil engineering and military property, after moving drawn lots for military service while graduating arehitectend designing depütlement of the Universities and entitled with the candidacy of heing a supplementary officer who presented themselves in the Military engineering school, during and / or after the vocational training. The subjects of the work have been studied and reviewed in accor dance with the present rules and regulations and governing laws, while euoloring enclosing the detailed in formation within the prime. How charts are presented and supported by samples. Even the proceedings of the subjects have been maintained within the borders of the related laws, Unexpected and undesirable indents have been occurred, and the cause of the such occurrences have been discussed together with the existing problems, theirs samplings have been displayed and coherent process of solutions one submitted. At the forward, you will find general descriptions, abbreviations and indexes, in the 1 PST part of the section ell. You will read all terms and explications used within the coverage of civil Engineering and Military property classes. In the 2nd port of the section II., the historical background of Military engineering on which today's İ.T.Ü. Istanbul Technical University was based is explained in a chronological order. In section HI. The jtdministration charts of civil engineering and Military properties Departments have been explained with the said administrative diagrams and the job descriptions of there Departments also listed in paragraphs. In Section no IV; The necessary any information related to the following laws and acts which is met while implemeting the works of civil engineering and military property affairs; 1- General Auditing Act No: 1050 2- State Tender Act No. 2886 3- The Act of Nationalization 4- The Act of Measurements 5- Law of Obligation, Act No. 818 6- The Act of Social Security No: 503-506 7- Labour Law: Act No: 93 1 8- The Act of Public Improvements No: 3194 9- The Act of Engineering and Architecture No: 5458 xvIn the 1st part of Section IIIç generally, military and civil engineering works planing and budgeting procedures have been explained, the other activities of constructions and restorations being carried out within the army, navy and air force in order to meet the needs of 710 new buildings and major restorations, 470 ( HAIT ) miscellaneous construction and restoration works together with 370 buildings and sub- restorations. All of them have been studied under separate titles with the appropriate allowances for each category of works, in addition to those works the projects have been developed to overcome any difficulties that might arise during the implementation of plans. For 1997, the classification of restoration works are made according to the level of cost amount of the restorations : the restorations are classified as minor below 2.000.000.000 TL, the restorations are classified as major when the amount exceeded 2.000.000.000 TL level. In order to achieve the obligations that The Turkish Armed Forces have undertaken in a short run and long run muceedings and also to reach for the targeted goals armament with new arm system would be associated with meeting the constructional needs, reforming the military units, and then transitions, together with the operational planning and purchasing of Arms, equipment and simulators in compliance with the need of buildings and plants at present or that may occur in future, would be set in a proposal according to the veritable priorities of strategically targets of plans have been explained with their flow charts. In specifying of the hard needs, it is emphasized that the units would behave realistically considering the needs whether or not they show any emergency features and also evaluate the present buildings is land if they would meet the present needs and with level their capacity would it be. Some other important issues are also indicated such as; if the infrastructure! needs (i.e. roads, water supply, waisty water channels, drain channels, central heating and its pass ways ) are provided in order to maintain the buildings in need to be operative and functional are included in the program to avoid future problems thus these subjects are set forth at the initial informative texts as the important items to be studied carefully. In the section 10 : (SHP) AND (DYP): Strategically targeting plans and ten years supply program which are illustrated with flow charts are explained in details, how they were prepared and submitted. Besides, it is emphasized that the first 2 years portion of OYTEP ( ten years supply program ) have been approved by the general STAFF and remaining 8 years portion still remains in a state of planning phase. For the purpose of evaluating the threats directed to the country, developments in technology and other changes in the hold of geopolitical conditions and associated resources,it is once more xviemphasized the requirement of the arrangement of ( step ) and OYTEP ( STRATEGICALLY TARGETING PLANS AND TEN YEARS SUPPLY PROGRAM ) every two other years. Every year during the month of March ; An official circular is distributed with reference to restoration needs for the current year (7 10). In the same section; the procedures of requisitions for allowances, amendments of requests together with cancellation of requests are outlined in the out most details. In the practical implementation of the plantings regardless whatsoever orders have been given by the force commandments to urge their attached unit commandments to abide their orders the appropriate usage of allowances with their limits and targeted aims very frequently it is observed that such orders are not handled as should be either by attached unit commandments or their superiors who have given the approval. Therefor, there are the times where the planning sounds to be useless. Due to this fact : The importance of planning is particularly emphasized while the how systems are stressed in the diagrams. What is expired specifically with this summery refers to the No: 9.4 veqeants where indi cated that the requirements of publishing a work schedule which will be the basis of progrimming of the next year restoration activitres of minor or major level during the months of February and March or each year and producing work schedules by each individual attached commend ments in accordance with the publicated orders and send them to their superior force commandments where the budgeting is concluded depending upon such work schedules which include expenditure planning with their specified limits where allowances are being dedicated. In section IV estimation and Tender activities are explained, taciturn 10 a sufficient information in details in connection with pre-tender activities which are given with their flow diagrams together with qualification certificate committee works. All these given information it bears great importance due their compliance to the state. Tender Act No. 2886 and associated regulations including the most recent amendments which may be photocopied and be used by the Committee members. A sample of committee decision and a sample of cover letter for qualification certification are enclosed with the tables which will eliminate the lack of prepare of the tables and their usage. The number 5 section is dedicated to the survey and projection activities Construction works. The majority of problems arising between the parties (at legal actions level) are generally composed of the problems which are met until the official delivery of the construction work together with the project works. There fore in this section, the important issues which are considered to be main prepdirotoral items are carefully reviewed and to avoid and skipping of issues. Central forms are designed. With all these efforts, we also added the following issues with special care and review: Arranging the positioning plans, arc hitectural implementation projects. Preparation of sectional area, drawing of appereance, preparing the system and point to point details, preparation of side lists and concluding of the static protect calculations. It is also attempted to classify the scales of each presect, and the compliance to Turkish standards 500 together with the regulations of natural disaster. Departments of state in section VI. Preparations of comparatives must estimations: Initial estimation; starting from the actual delivery of the construction site to the developed construction which reached the level of water depression, the phase will be considered the No. 1 comparative estimation, the following estimation which will be named No: 2 comparative estimation which is required to done during the completion of growing if any different conditions arises between those two comparative estimations a new comparative estimation is expected to receive from the compactor during the preparation of comparative estimations the joint reports of comparative estimation established by the contractor and the control team will be submitted to the directorate of the related department for approval. The comparative estimations submitted to the directorate would include the following documentation. 1- Statement of reasons for higher or lower estimation. 2- "Soil conditions report 3- Table of quantity of equipment subject to transportation 4- Weight and length measuring statements 5- Equipment range plans 6- Equipment range distance statements. 7- Excavation dumping location distancestatement. 8- Price analyses If necessary, necessary, when submitting the comparative estimation to the administration for approval the above documentation must be enclosed with approval veqeants letter, In accardance with the general specification of general specification of general implement affairs paragraph No: 7 and the related provision of the agreement it is required to take the whole construction under the coverage of insurance. xrxThe construction shoved he issued for a period of one year, as from the date of provisional acceptance before the payment maple for the final assessment for a coverage of all risk. The insurance policy obtained to gills with the provisional acceptance documentation showed the submitted to the administration as the part of the provisional acceptance documentation group. In the same section, further details are provided regarding the condition of written notification to be forwarded to the administration outlining that they have completed the contacted work and are ready for provisional acceptance in doing to the central team will make the necessary subways in the constitution followed by a statement report whether or not the completed work is ready or not ready or not ready for provisional acceptance with the presence of the contractor. If it is found affirmative the provisional acceptance documentation will be established, (if the work has been under taken on government account, both the provisional and final acceptance maybe sorted out at the same time) The contractor provides as build projects showing the completed position of work including the changes applied during the implementation offer the provisional acceptance with its original and 5 set of oxalate prints including the photos taken from cross-corners of the building in size of 9x12 (6 prints each) The final acceptance is realized only after one year from the date of provisional acceptance. The final acceptance includes the same actives as is required during the provisional acceptance. For short or faulty works a new time limit is given to the contractor for corrective actions, if the contractor does not go into the corrective action within this not go in to the corrective within this extra given time limit, the final acceptance will not be put the force when the necessary corrective action is made and correction is completed all documents including there cuirective action are to be submitted to the administration for approval. When the contractor completes all works specified in the contract and proceeds for final statement of accounts with the supporting documents. The final stage of accounting is considered. The point where all the corrective action are taken to restore the faulty works or any short that his accrued since the initiation of the contracted works. At the end of this section the are setup on which the payments for differentiation of prices on various materials are made age there with the payments of assessments to the contractor. The section No: 7 generally corers the works of government account. In this comments the government account works and related flow system are explained. Then a xxsample work of this category (government account) is gruel to show the follow up proceeds of each document with the sample diagrams. In the sample file, it is also shown up proceeds of each document wit the sample diagrams. In the sample file, it is also shown how the letter of garentee is released after hazing. Completed the provisional and final acceptation with forms to be completed for this purpose In the second pat of the same section the important points to be taken into the consideration on the estimations are outlined. The procedures for opening and closing of odunce accounts, market gains and commissions gain together with material purchasing issues are generated and supported with the flow diagram. In No. 8 section, it simple construction is sampled, by showing the preparation of length measurements and estimations in details and in each section the questions are supported with sampling. Each detail is drawn by autocad drawing programmer and added a vital feature to the overall drawings. In section No. 9 The procedures are outlined in preparation of assessments, and the documents are specified to enclose with the documentation of assessment and example is given A prepared statement of assessment for the construction of laboratory building of the faculty of İTÜ (Istanbul technical University) by using Excel 5.0 package programs. An advanced programs is allowed for application on any construction. Section No: 10 certain; procedure flow diagrams of the Turkish aimed forces the procedures flow diagrams of contracted works of the ministry of National defense and the procedure flow diagrams of pre-contracted works.
