Özet
Bu araştırma, teknolojinin eğitime entegrasyonu sürecinde Milli Eğitim Bakanlığı'nın eğitim teknolojileri alanında aldığı kararları ve uygulamalarını incelemek, bu bağlamda Milli Eğitim sisteminde eğitim teknolojilerinin tarihsel süreçteki gelişimini analiz etmek amacıyla yapılmıştır. Bu amaçla araştırmada nitel araştırma yöntemlerinden doküman inceleme kullanılmıştır. Milli Eğitim Bakanlığı'nın eğitim teknolojilerine ait belge ve veriler, Yenilik ve Eğitim Teknolojileri Genel Müdürlüğü'nün veri tabanında yayımlanmış projeler, Talim Terbiye Kurulu Başkanlığı veri tabanında yayımlanmış Milli Eğitim Şura toplantılarında alınan kararlar ve eğitim teknolojileri alanındaki çalışmalar tetkik edilmiştir. Türk eğitim tarihi içerisinde klasik eğitim teknolojisi olarak kitap uzun bir dönem yerini korurken Tanzimat dönemi ile modern eğitim teknolojileri kullanılmaya başlanmıştır. Tarihsel süreç içerisinde gelişen eğitim teknolojileri Türk eğitim sisteminde de yerini alırken bunların yerli üretim faaliyetlerine geçilmiştir. Milli Eğitim Şuralarında alınan kararlarda, eğitimin tüm bileşenlerinde bir dönüşüm sürecinin olduğu ve teknolojinin eğitimde kullanılmasının gerekliliği belirtilmektedir. Tarihsel süreç içerisinde gelişen eğitim teknolojilerinin şura kararlarına da yansıdığı ve bu alanda profesyonelleşmeye yönelik adımlar atıldığı tespit edilmiştir. Türkiye'de eğitim teknolojilerinde kullanılan araç-gereçleri incelediğimizde; görsel araçlar, görsel materyaller, sunum materyalleri, işitsel araçlar, görsel ve işitsel araçlar, teknoloji destekli araçlar, FATİH projesinde kullanılan araçlar olarak tespit yapılmıştır. Türk eğitim sisteminde teknolojinin aktif kullanımını sağlamak amacıyla gerçekleştirilen projelerin temelde öğrencilerin öğrenimlerine destek olmayı hedeflediği belirlenmiştir. Projeler vasıtasıyla eğitim öğretim ortamları teknolojik araç gereçlerle donatılırken aynı zamanda eğitim paydaşlarına yeni teknolojilerle ilgili eğitimler tertip edilmiştir. Milli Eğitimin eğitim teknolojileri alanındaki projelerinin, dünyadaki gelişmelere paralel olarak ilerlediği ancak proje kapsamlarının sınırlı olduğu, Türkiye'deki tüm okullara yansımadığı tespit edilmiştir.

This research was carried out to examine the decisions and applications of the Ministry of Education in the field of educational technologies in the process of integration of technology into education and to analyze the development of educational technologies in the historical process in the National Education system. Document analysis, one of the qualitative research methods, was used in the research. Documents and data regarding the educational technologies of the Ministry of National Education, projects published in the database of the Directorate General for Innovation and Educational Technologies, decisions taken at the National Education Council meetings published in the Board of Education database and the studies in the field of educational technologies were examined. In Turkish education history, while the book was used as a classical education technology for a long time, modern education technologies started to be used with the Tanzimat period. While the educational technologies that have developed in the historical process have taken their place in the Turkish education system, their domestic production activities have been started. Decisions taken in the National Education Council state that there is a transformation process in all components of education and the necessity of using technology in education. It has been determined that the educational technologies developed in the historical process were also reflected in the council decisions and steps were taken towards professionalization in this field. When we examine the tools and equipment used in educational technologies in Turkey; visual tools, visual materials, presentation materials, audio tools, visual and audio tools, technology-supported tools, tools used in the FATİH project were determined. It has been determined that the projects carried out to ensure active use of technology in the Turkish education system mainly aim to support students' learning. Through the projects, education environments were equipped with technological tools, while training on new technologies was organized for education stakeholders. It has been determined that the projects in the field of educational technologies of the National Education are progressing in parallel with the developments in the world, but the scope of the projects is limited and not reflected in all schools in Turkey.
