This dissertation examines the further education system and further education colleges in the United Kingdom, with the aim of shaping and developing the higher educational system in vocational training colleges of Turkey. The motivation of the research was the increasing interest for vocational and technical education by Turkish government. Thus, the objective of this research is to understand the strengths of the UK's further education colleges to help Turkey to develop better higher vocational education system by benefiting the experiences of the UK. Taking into account the ambitions and targets of Turkey for 2023 have motivated the author to develop following research questions which are 1) how have the UK and Turkey responded to the global trends in Further Education Colleges in UK and in vocational training colleges in Turkey? 2) Is vocational higher education effectively addressed in government policies both in the UK and Turkey? 3) What are the best practices of further education colleges and how can they be integrated into Turkey's vocational training colleges to transform the Turkish system? This dissertation also aims to analyse the UK's FE colleges, in order to identify its strong points and identify the current problems of Turkish system stated in the official documents of government and the academic literature, which will in turn shape more qualified and promising higher vocational education in Turkey. The research design is based on the qualitative analysis of policy documents and publications under the framework of the theory of globalisation, lifelong learning and the policy of borrowing. The findings of the research highlights that even though the UK has a lot of problems in its system, the country's higher vocational education system is more developed compared to Turkey. In this research it is expected to contribute to the literature of higher vocational education system in Turkey.
