The focus of this study is to evaluate the traffic capacity of normal size urban roundabouts subject to the effects of absence of daylight and the presence of wet conditions prevailing during the congested hours of traffic. The influential factors have been grouped under the following headings: Dry and light conditions (base conditions), Dry and dark conditions, Wet and light conditions, and lastly Wet and dark conditions. The effect of these conditions is assessed in the light of collected data. Video images were used to collect data at the selected sites. This provided the possibility of extracting very detailed data. 7721 minutes of entry lane based data were evaluated in the analysis from four sites with 4 arms each and a total of 37 entry lanes. The collected data was transcribed manually. The transcription for the data was performed twice to avoid errors due to transcription and to enhance accuracy. The transcribed data was then classified to exclude those minutes of data, which did not satisfy the traffic criteria. The analysis of the data was first performed using the Transport Research Laboratory (TRL) approach used for similar studies. Secondly, a dummy variable approach was adopted with options of 1-dummy, 2-dummy and 3-dummy. The results of the 1-dummy variable approach and the TRL approach were found to be the most applicable and hence the results are presented for these analysis methods. The results indicated that the effect of wet and dark conditions on the entry capacity of urban normal size roundabouts was substantial. Entry capacity was found to be reduced by 14% under dry-dark, 17% under wet-light and 25% under wet-dark conditions. It is recommended that the reduction in entry capacity due to wet-light conditions should be incorporated in conventional design manuals, with the dry-dark and wet-dark cases being subject to the engineering judgement of practising engineers, and depending on the geographic location of the sites being considered and the anticipated frequency of drydark and wet-dark conditions at times of peak traffic flow.
