Soft balancing is a relatively new concept in political science and international relations studies. Its main argument develops in balancing a dominant state without using the instruments of hard power. Soft balancing majorly progresses by a second-tier state's increasing influence in the area action of a dominant state by building strategic alliances or inclusive institutions to undermine a dominant state's power and prestige. It can be observed that, recently, China is strengthening its bilateral and multilateral relations with Middle Eastern countries by offering the Belt and Road Initiative and building new energy, infrastructure, investment, and multilateral strategic cooperation. In this context, China is considered following a kind of soft balancing strategy in the Middle East to achieve its economic targets, reap the benefits of oil reserves, as well as challenge the predominance of the United States. This dissertation studies the soft balancing concept in the theoretical framework of political science and the dynamics of China's soft balancing strategy in the Middle East against the predominance of the United States. By the means of this strategy, China hopes to decrease the influence of the United States in the Middle East and minimize the risks ahead of its future political and economic objectives. As in the development process of soft balancing, China needs strategic regional partners, Turkey is one of the most crucial countries that can take a pivotal role with its geostrategic position in the Middle East, Asia, and Europe triangle, as well as with its rising influence in the Middle East and Eurasian politics. As the political and economic rivalry between the United States and China increasing in the Middle East, as an important regional actor, Turkey can help shift the balance of power toward China and play a significant role in the bargaining process of power and influence competition in the Middle East. Unlike its Pre-Reform and Pre-Cold-War political and economic strategies, in recent years, China has given priority to the Middle East development not only for its energy dependency on it, but also for maintaining its rapid economic growth, increasing its global influence and promoting its unimpeded trade objectives. China's approach to the Middle East is based on economic development through the argument that a stable economic development can solve the critical issues of the Middle East and make it be a stable economic and strategic area both for regional countries and China's economic, energy and investment policies. In recent years, to show its responsibility as a rising global power, China has also partially inclined to involve in the security and political issues of the Middle East. The United States' Middle East strategy is majorly based on political and security policies to create a stable environment for the Middle East. Since the United States hopes to develop this region by implementing its own political security and economic policies just as the United States followed for the European countries and Japan after World War II. However, due to the current politics of the United States majorly based on the“America first”principle, and the regional policies of the United States are increasingly thought of as the leading reasons of the instability of the Middle East and regional conflicts. On the contrary to the strategies of the United States, China is providing mutual development cooperation and“win-win”advantageous opportunities to the region within its non-intervention principles which means not to intervene in other countries' internal issues. Consequently, with the strategic cooperation of the main regional countries, China can enhance its position in the Middle East and protect its future economic and strategic interests. Therefore, this study analyzes the rising political, economic, and security roles of China, and Turkey's role in China's soft balancing strategy in the Middle East. It also aims to examine how can China and Turkey cooperate multilaterally in both setting up a stable environment for the Middle East and enhancing China's soft balancing strategy.
