Özet
Araştırma, Sinop ilinde Mili Eğitim Bakanlığı (MEB) Temel Eğitim Genel Müdürlüğü'ne bağlı bağımsız anaokulları ve diğer okullarda açılan anasınıflarında eğitime devam eden öğrenci anne-babalarının okul öncesi eğitime yaptıkları harcamalar ile okul öncesi eğitimin maliyeti, yararları ve okul öncesi eğitim kurumlarından beklentileri konusundaki görüşlerinin değerlendirilmesini amaçlamaktadır. Araştırmanın ilk bölümünde okul öncesi eğitimle ilgili harcamaların karşılaştırılması, alanyazın taranması yapılarak kuramsal zemin belge tarama yöntemi kullanılarak oluşturulmuştur. Araştırmanın ikinci bölümünde ise okul öncesi eğitim kurumlarında eğitim gören öğrenci anne-babalarının yaptığı harcamalar ile ilgili görüşme formu araştırmacı tarafından geliştirilerek öğrenci anne-babalarına uygulanmıştır. Araştırmanın çalışma grubunu, 2019-2020 öğretim yılında Sinop ilinde Milli Eğitim Bakanlığı'na (MEB) bağlı bağımsız anaokulları ve diğer okullarda açılan anasınıflarında öğrenim gören çocuklar ve anne-babaları oluşturmaktadır. Sinop İl Milli Eğitim Müdürlüğü'nün resmi sitesinden alınan verilere göre 2019-2020 için Sinop ilinde MEB'e bağlı toplam 34 ilkokul ve 11 anaokulu bulunmaktadır. Araştırmanın çalışma grubu 2019-2020 içerisinde resmi anaokulu ve anasınıflarında eğitim gören 18 öğrencinin anne ve babalarıdır. Araştırmada veri doyumuna ulaşıldığında görüşmeler sonlandırılmıştır. Araştırmada yapılan görüşmeler sonucunda hiç harcama yapmadan çocuğunu okul öncesi eğitim kurumuna devam ettiren anne-baba olmadığı, harcamaların ilden ilçe ve köye doğru gidildikçe azalış gösterdiği, il merkezinde oturup çocuğu anasınıfına devam eden anne-babaların çocuğu yine il merkezinde oturan çocuğu anaokuluna devam eden anne-babaların harcamalarına göre nispeten az olduğu, en yüksek harcama yapanların il merkezinde yaşayan ve çocukları okulda açılan çocuk kulübü etkinliklerine devam eden ve servis kullanan anne-babalar olduğu sonuçlarına varılmıştır. Covid-19 salgını nedeniyle okulların uzaktan eğitime geçmesiyle birlikte anne-babaların çocuklarının eğitimi için teknik donanım, kırtasiye, kitap ve oyuncak alımları için harcama yaptıkları, teknik donanım gereksinimi olan anne-babaların en fazla harcamayı yapan kişiler olduğu sonucuna varılmıştır. Covid-19 salgını nedeniyle okulların uzaktan eğitime geçmesiyle çocukların ekran sürelerinin arttığına, günlük yaşam kurallarının ve yeme-içme alışkanlıklarının değiştiğine, asosyalleştiklerine ve hırçınlaştıkları sonuçlarına yapılan görüşmelerle ulaşılmıştır. Anne-babalarla yapılan görüşmelerde köyde yaşayan çocukların bahçeye çıkabilmeleri dolayısıyla çocukların duygusal anlamda şehirde yaşayan çocuklara göre salgının yarattığı kapanmalardan daha az etkilendikleri sonucuna varılmıştır. Araştırmada okul öncesi eğitimin yararının fazla olduğu sonucuna yapılan görüşmelerde varılmıştır. Söz konusu çocukların eğitimi olduğunda anne-babaların çocuklarına olanak sağlamak için özel giderlerinden feragat edeceği, ek iş yapabilecekleri ya da çocuklarını bir yıl süreyle okul öncesi eğitime devam ettirecekleri araştırmanın sonuçlarındandır. Okul öncesi eğitimin yararının fazla olduğu ve çocukların psiko-motor, dil, bilişsel, sosyal-duygusal, özbakım becerileri alanlarında gelişmelerinin yanı sıra ilkokula hazırlık olduğu araştırmanın sonuçlarındandır. Araştırmada ideal bir okul öncesi eğitim kurumu için sınıf dışı alanların (sanat atölyesi, spor salonu, drama salonu) oluşturulması gerektiği sonucuna ulaşılmıştır. Anne-babaların ikametlerine göre ideal okul anlayışının farklılaştığı; köyde yaşayan anne-babalar için ideal okulda olması gerekenler sosyal etkinlikler ve donatım malzemeleri iken, il merkezinde donatım malzemelerinden ziyade etkinlik çeşitliliği anne-babaların ideal okul anlayışıdır.

The research aims to evaluate the opinions of the parents of students who continue their education in the kindergartens opened within the independent kimdergartens and other schools affiliated to the General Directorate of Basic Education of the Ministry of National Education in the province of Sinop on the expenditures of pre-schoo education, the cost and benefits of pre-school education and their expectations from pre-school education institutions aims. In the first part of the research, the comparison of expenditures related to pre-school education will be done by scanning the literature and the theoretical ground will be created using the document scanning method. In the second part of the research, the interview form about the expenditures made by the parents of the students studying in pre-school education institutions will be developed by the researcher and applied to the parents of the students. The study group of the research will consist of the students and their families who study in the kindergartens opened in the independent kindergartens and other schools affiliated to the Ministry of National Education in the province of Sinp in the 2019-2020 academic year. According to the data obtained from the official website of the Sinop Provincial Directorate of National Education, there are 34 primary schools and 11 kindergartens affiliated to the Ministry of National Education in the province of Sinop fort he 2019-2020 academic year. The study group of the researc is the parents of 18 students studying in official kindergartens and kindergartens in the 2019-2020 academic year. When the data saturation is reached in the research, the interviews will be terminated. As a result of the interviews made in the research, there are no parents who attend the preschool education institution without spending any money, the expenditures increase as you go from the province to the district and the village, the expenditures of the parents who live in the city center and whose children attend the kindergarten are relatively less than the expenditures of the parents whose children attend the kindergarten. It has been concluded that the hishest spenders are the parents living in the city center and their children attending social clubs and using the service. With the transition of schools to distance education due to the Covid-19 epidemic, it has been concluded that parents spend the most on the purchase of technical equipment, stationery, books and toys for their children's education, and parents who need technical equipment are the ones who spend the most. Due to the Covid-19 epidemic, with the transition of schools to distance education, it was concluded that children's screen time increased, their daily life rules and eating and drinking habits changed, they became asocial and irritable. In the interviews with the parents, it was concluded that the children living in the village were less affected by the closures caused by the epidemic compared to the children living in the city, due to the fact that the children living in the village could go out to the garden. In the research, it was concluded in the interviews that the benefit of pre-school education is high. When it comes to the education of children, it is among the results of the research that parents will waive their private expenses to provide opportunities for their children, they can do additional work or they will continue their children in pre-school education for one year. It is one of the results of the research that the benefits of pre-school education are high and children's development in psycho-motor, language, cognitive, social-emotional, self-care skills, as well as preparation for primary school. In the research, it was concluded that out-of-class areas (art workshop, gymnasium, drama hall) should be created for an ideal preschool education institution. The ideal school understanding differs according to the residence of the parents; while social activities and equipment are the things that should be in the ideal school for the parents living in the village, the diversity of activities rather than the equipment in the city center is the ideal school undestanding of the parents.
