Özet
Merkez bankası, bireyin veya toplumun günlük finansal, ekonomik, yatırım, ticari ve sosyal yaşam faaliyetlerinde, para politikasında, kaynakları ve ilgili alanları idare etmede, devletin temsil edilmesinde ve egemenliğinin genişletilmesinde bütüncül olarak önemli bir rol oynamaktadır. Devletlerin imkan ve kabiliyetlerinin istenilen düzeyde ve etkin kullanımı için genel hatlarıyla üretim yapmayı, gelir seviyelerini korumayı, fiyatları kontrol etmeyi, döviz kurlarını dengelemeyi, ekonomik ve mali hayatta istikrarı sağlamak için gerekli tedbirleri alarak bunun için gerekli yöntem ve araçları kullanmayı amaçlamaktadır. Döviz kuru, uluslararası alanda ekonomik bağlantıları sağladığı ve genel ekonomik dengenin korunmasına katkı sağladığı için dış ticaretin etkinliğini belirleyen önemli ekonomik değişkenlerden biri olarak kabul edilmektedir. Bu çalışma, genel hatlarıyla, Libya'nın dünya döviz piyasalarında meydana gelen döviz kuru dalgalanmaları ve döviz politikaları gibi farklı problemler için geliştirdiği çözüm önerilerini ele almaya çalışmıştır. Çalışmanın araştırma problemi kapsamında, döviz kurunun Merkez Bankası tarafından nasıl yönetildiğine ve döviz kurunun ekonomik dalgalanmalardan korunma konusundaki rolüne odaklanmıştır. Araştırmacı, Libya'daki veya dünyanın başka yerlerindeki döviz piyasalarında ortaya çıkabilecek sorunlara farklı çözümler bulmak için bu tez çerçevesinde verileri betimlemek için iki yaklaşım kullanmıştır; verileri tanımlamaya yönelik betimsel yaklaşım ve tarihsel yaklaşım. Bu tür engelleri baştan anlamak için değişim politikasını anlamak ve değiştirmek için kullanılır. Araştırmacı, merkez bankasının döviz kurunu kontrol etmesine yardımcı olacak çeşitli sonuçlara varmıştır. Bu sonuçların en önemlilerinden biri, Libya Merkez Bankası'nın uluslararası hukukun kendisine verdiği yetkileri kullanması gerektiğidir, Libya meydanında yaşanan siyasi çatışmalardan uzak tutulmalıdır.

The Central Bank plays an important and essential role in representing the state and establishing its sovereignty over daily life activities (financial, economic, investment, commercial, social) whether for the individual or society as a whole. The Central Bank reflects the government's role in financial and economic activity by controlling the trends of monetary dealings in the market, controlling monetary policy, directing resources and production areas towards optimal and effective use according to the available capabilities of countries, issuing banknotes, maintaining income levels and prices, controlling exchange rates, and taking the necessary measures to stabilize economic and financial life using the methods and means that enable it to perform these tasks efficiently and effectively. Generally, the exchange rate is considered one of the most important economic variables for the Central Bank and the state, especially those that affect the efficiency of foreign trade, as it is a link between the local economy and the rest of the world, and this gives it the ability to contribute to maintaining the macroeconomic stability, but it also plays a major role in the economic competitiveness, because the fluctuations that affect it can lead to the collapse of the economy as a whole with its direct and indirect relationship with macroeconomic variables. Although many researchers have worked to solve this problem, they have not been able to reach results and solutions that would help overcome this problem, and they have not provided radical conclusions for the frequent declines and fluctuations in exchange rates. In cases where the Central Bank has to take many measures in line with its legal powers in order to remove deficiencies in the foreign exchange market and take legal measures against violators, to implement all kinds of transactions that would ensure the security of the banking sector and the exchange sector, and this will have a positive impact on the state of the exchange rate and commodity prices for citizens. This study has worked on solving the problems of exchange rate fluctuations and the frequent declines to which it is exposed, and tried to understand the most important problems and obstacles that surround exchange policies, and it tried to tailor appropriate solutions to these problems in the Libyan exchange markets in particular and the world in general. The researcher has been followed two approaches to describe the data within this thesis, the descriptive approach to describing data, and the historical approach has been used to understand such obstacles from the very begining to understand the exchange policies , and to find different solutions to alter the problems that can occur with the Libyan exchange markets as well as other markets within other parts of the world. The researcher got several findings that would help the Central Bank control the exchange rate, the most important of these results is that the Central Bank of Libya must use the authorities granted under international laws, also should stay away from the political conflicts that exist in the Libyan arena.
