Özet
Tüm dünyayı etkisi altına alan Covid-19 salgını, insan yaşamını tehdit eden küresel bir sağlık krizine dönüşmüştür. Covid-19 dünyada ticaretten ekonomiye, insani ilişkilerden toplumsal yaşama ve uluslararası ilişkilere kadar tehdit oluşturarak sağlık krizi olmasının ötesine geçmiştir. Salgın, insanların varoluşunu ve devletlerin sürdürülebilirliğini tehdit ederek güvenlik meselesi haline gelmiştir. Bu kapsamda çalışmada; Covid-19 salgınının Türkiye'de güvenlikleştirici aktörler olarak değerlendirilen siyasi partiler içerisinden AKP, MHP, CHP, HDP ve İYİ parti tarafından algılanışı güvenlikleştirme kuramı kapsamında incelenmiştir. Covid-19'un Türkiye'de güvenlikleştirici aktörlerce siyasi söylem içerisinde toplumun varoluşuna dair güvenlik tehdidi olarak çerçevelendiği görülmüştür. Ayrıca salgının ülkede ekonomik ve toplumsal alanlarda da bir tehdit unsuru olduğu ve bu alanlarda olumsuz etkilerinin görüldüğü dolayısıyla salgının ülkenin ekonomik ve toplumsal güvenliğine de tehdit oluşturduğu görülmüştür. Bu tehditle mücadele etmek için alınan olağanüstü önlemlerle de salgın güvenlikleştirilmiştir. Bu kapsamda çalışmanın, ülkede bir salgın hastalığın güvenlikleştirici aktörler olan siyasi parti elitleri tarafından nasıl güvenlik meselesi olarak ele alındığını ve sağlık alanında ortaya çıkan krizin ülkede ekonomik ve toplumsal güvenliği nasıl tehdit ettiğini göstermesi açısından literatüre katkı sağlayacağı düşünülmektedir.

The Covid-19 epidemic, which has affected the whole world, has turned into a global health crisis that threatens human life. Covid-19 has gone beyond being a health crisis by creating a threat from trade to economy, from human relations to social life and international relations in the world. The epidemic has become a security issue, threatening the existence of people and the sustainability of states. In this context, in the study; The perception of the Covid-19 epidemic by the AKP, MHP, CHP, HDP and IYI parties among the political parties considered as securitizing actors in Turkey has been examined within the scope of securitization theory. It has been seen that Covid-19 is framed as a security threat to the existence of society within the political discourse by securitizing actors in Turkey. In addition, it has been seen that the epidemic is a threat in the economic and social areas of the country and its negative effects are seen in these areas, so the epidemic also poses a threat to the economic and social security of the country. The epidemic was also securitized by the extraordinary measures taken to combat this threat. In this context, it is thought that the study will contribute to the literature in terms of showing how an epidemic in the country is handled as a security issue by the political party elites, who are the securitizing actors, and how the crisis in the field of health threatens the economic and social security in the country.
