Özet
ÖZET 1974 ve 1979 petrol krizlerinin etkisiyle, günümüzde enerji konusu pek çok araştırmaya konu olmaktadır. Bu çalış ma Türkiye'nin AT üyeliği çerçevesinde Türkiye enerji sek törüne ilişkindir. Bu doğrultuda Türkiye ve AT enerji sektö rü ve politikaları irdelenmeye çalışılmıştır. Birinci bölümün ilk ki smı nda, enerj i-büyüme ilişkile rine ve sektörel bağımlılıklara yer verilmiştir. Aynı bölü mün ikinci kısmında, enerjide dışa bağımlılık konusu ele alın mıştır. İkinci bölümde ise enerjide ikame ilişkileri ve ener jinin etkin kullanımı konularına yer verilmiştir, üçüncü bö lüm Türkiye'de enerji sektörünün durumu ve geleceğinin irde lenmesine ilişkindir. Son bölüm i se, tamamen AT ve Türkiye' nin enerji politikalarına ayrılmıştır. Dünya'da yaşanan petrol krizlerinin, ekonomiler üze rinde yarattığı olumsuz etkiler bilinmektedir. Bu krizler den Türkiye'de hem dış denqeler, hem de iç denqeler açısın dan önemli ölçüde olumsuz etkilenmiştir, ilerde muhtemel krizlerin etkilerinin hafifletilmesi ve AT'a üyelik konusu çerçevesinde Türkiye'nin enerji politikalarını qelistirmesi qerekmektedir. özellikle potansiyel temiz enerji kaynakla rının kullanılması ve bu konuda bilimsel araştırma ve uyqu- lamaların teşviki önem taşımaktadır.

11 SUMMARY Fallowing the petrolaum price shocks of 1974 and 1979, the issue of energy became to topical and research on the subject, which has vital importance for the future of the technological civilization, has multiplied. This study has focused on Turkey and energy with special reference to Turkey's contingent full membership in the European Community. The study therefore includes nature of the energy sector in Turkey and the European Community. The first section of Chapter 1 deals with the relations between energy and growth. And second part of the same section deals with sectoral interdependence: The backward and forward linkages of the energy sector to the other sectors of the economy. The second section of Chapter 1: The effects of dependence to foreign sources in energy resources has olso been studied. The first section of Chapter 2 looks into energy substitution relations; substi tution between labor-capital-energy and resource substituti on effects. The second section of Chapter 2 looks energy efficiency and energy sav'iog. In Chapter 3 relations discussed for at theoretical level in the first chapter were testedATurkish iconomy. Using input-output tables, the depence of sectors to the energy sector and energy substitution effects were examinded in the case of Turkey. In the final chapter issues involving the energy sector were studied in case Turkish full membership in EC were materialized. In this context, we first summarized and discussed the EC energy Policies. In the final section involed energy policy of Turkey. Turkey should have a long-term energy Policy in order to prevent energy bottlenecks. Turkey has substantial hydroelectrical, termal and solar energy Potential. Turkey is an importer of crude oil and this item has a large placem in her total imports. Thus Turkey's trade balance is very sensitive to possible hikes in oil crude prices and the country should work towards reducing this dependency. In Turkey per-capita consumption of energy is very Tow and the energy-income elastici tv. iş very hight than EC. Finally if Turkey is serious about her ful 1 -membership in the EC, she should start prelimenary work for the even tual hormonization of her energy Policies with these of the community.
