The end of the Cold War marked a status quo in which the United States became the predominant great power within the international system. According to some (Babones,2015), its unchallenged supremacy lasted only a decade however. By 2001, new threats emerged followed by the U.S.'s military invasion of Iraq, domestic and global terror threats, a decline in the American economy, and the rise of new superpowers (Russia and China). These developments have represented a fundamental shift in the global balance of power and notea change from unipolarity to multipolarity (Jr and Parisot, 2018). Given this, a debate has begun among international relations scholars as to whether balancing behaviours have been taking place against the U.S. There are some scholars(Wholforth and Brooks, 2008) who have argued that there has been an absence of balancing against the U.S. and that the U.S. has enjoyed universal supremacy. On the other hand, there are other scholars (Waltz, 2000 Layne, 2012) who state that there have been ongoing balancing behaviours against the U.S. In this scholarly debate, this study takes a similar line to that of Waltz and Layne by arguing that there has been balancing behaviours against the U.S. In doing so, it explores the internal and external behaviours of Russia and China.
