Özet

Türkiye, sahip olduğu coğrafi konum sebebiyle Avrupa ve Asya arasındaki ulaşım bağlantısını sağlayan bir köprü niteliğindedir. Orta Doğu ve Asya ülkeleri ile Avrupa ülkeleri arasındaki ulaşım koridorlarının birçoğuna ülkemiz sahiplik yapmaktadır. Bu durum Türkiye'nin uluslararası ticaretteki rolünü oldukça önemli bir hale getirmektedir. Ülkemizin sahip olduğu bu potansiyeli en iyi şekilde kullanabilmesi için, doğru yatırımlar ile ihracat kapasitesi arttırılmalı ve ülke gelirine katkıda bulunacak adımlar atılmalıdır. Lojistik merkezler, uluslararası ticaret faaliyetleri üzerinde hem maliyet hem de süre açısından olumlu etkiye sahiptir. Lojistik merkezler, birçok lojistik faaliyetin aynı yerde yapılabildiği geniş alana sahip tesislerdir. Merkezlerin bulundukları konum, bu tesislerin çalışma kapasitesini doğrudan etkiler. Yatırım maliyeti olarak oldukça yüksek değere sahip olan lojistik merkezlerin yer seçim kararları, ülke ekonomisine etkisi açısından çok kritik bir öneme sahiptir. Yanlış verilmiş bir karar, ülke ekonomisine zarar verir ve kaynakların boşa harcanmasına sebep olur. Yer seçimi aşamasında karar mercileri, yapılan uzun araştırmalar ve analizler sonucu bir plan ortaya koyar. Bu aşamada yapılan araştırmalar, lojistik merkezin kurulması planlanan bölgenin ekonomik şartlarını, sosyal faktörlerini, çevre durumunu, işgücü potansiyelini, ulaşım ağlarıyla olan ilişkiyi ve arazi şartlarını göz önüne alır. Ülkemizde yapılan ve yapılması planlanan lojistik merkezlerin, Ulaştırma Mühendisliği açısından uygunluklarının incelenmesi, ileride yapılacak olan çalışmalar için de bir gösterge olabilir. Lojistik merkezlerin yer seçiminde etkili olan birçok farklı faktör vardır. Bu faktörler arasında hangisinin en önemli yere sahip olduğunu belirlemek adına bu çalışma kapsamında alanında uzman kişilerle bir anket çalışması yapılmıştır. Yapılan bu anket sonucunda belirlenen en önemli faktör üzerinde yoğunlaşarak bir yer seçim ve uygunluk karşılaştırması yöntemi belirlemek amaçlanmıştır. Bu yöntem kapsamında lojistik merkezlerin yer uygunluklarının belirlenmesi aşamasında Coğrafi Bilgi Sistemlerinden faydalanılmıştır. Yeryüzünde bir konumu bulunan iki nesne arasındaki konumsal ilişkiyi en iyi şekilde ortaya koymak adına bu metot seçilmiştir. Yapılan konumsal sorgulamalar sonucunda elde edilen veriler, anketlerden elde edilen veriler ile harmanlanarak bir puanlama sistemi oluşturulmuştur. Bu puanlama sistemi yardımıyla da ülkemizde yer alan lojistik merkezler arasında uzmanların görüşlerinden faydalanarak bir kıyaslama yapılması sağlanmıştır. Yapılan karşılaştırmalar sonucunda ise lojistik merkezler yer uygunluklarına göre sınıflandırılmıştır. Bu yöntem aynı zamanda yeni kurulması planlanan bir lojistik merkezin yer seçim aşamasında da kullanılabilecektir. Alternatifler bu yöntem sayesinde en uygun seçeneklere indirgenerek bir çalışma yapılmasına imkan sağlanacaktır.

Due to its geographical location, Turkey is a bridge that provides the transportation link between Europe and Asia. Most of the transportation corridors between Middle East and Asian countries and European countries are owned by our country. This situation makes Turkey's role in international trade very important. In order for our country to use this potential in the best way, export capacity should be increased with the right investments and steps should be taken to contribute to the country's income. Logistics centers have a positive effect on international trade activities in terms of both cost and time. Logistics centers are facilities with a large area where many logistics activities can be carried out in the same place. The location of the centers directly affects the working capacity of these facilities. The location selection decisions of logistics centers, which have a very high investment cost, have a critical importance in terms of their impact on the country's economy. A wrong decision harms the country's economy and causes waste of resources. At the stage of site selection, decision makers come up with a plan as a result of long research and analysis. Research conducted at this stage considers the economic conditions, social factors, environmental situation, labor potential, relationship with transportation networks and land conditions of the region where the logistics center is planned to be established. Examining the suitability of the logistics centers built or planned to be built in our country in terms of Transportation Engineering can be an indicator for future studies. There are many different factors that affect the location selection of logistics centers. In order to determine which of these factors has the most important place, a survey study was conducted with experts in the field within the scope of this study. It is aimed to determine a site selection method by focusing on the most important factor determined as a result of this survey. Within the scope of this method, Geographic Information Systems were used in determining the location suitability of logistics centers. This method has been chosen in order to best reveal the spatial relationship between two objects that have a position on the earth. A scoring system was created by blending the data obtained as a result of the spatial inquiries made with the data obtained from the surveys. With the help of this scoring system, a comparison was made between the logistics centers in our country by benefiting from the opinions of experts. As a result of the comparisons, logistics centers were classified according to their location suitability. This method can also be used in the location selection phase of a logistics center that is planned to be established. Alternatives will be reduced to the most suitable options thanks to this method, and a study will be provided. In this study, which aims to test the compliance of the logistics centers that have been built or planned to be built in our country to these criteria, it has been determined that the logistics centers have a very close relationship with the transportation networks and that the integration of different transportation methods will increase the eligibility criteria. As a result of this research, it has been decided that maritime transport, which has a very high carrying capacity and is a cheap method, is one of the most important factors to be considered in the location selection of a logistics center in our country, which is surrounded by seas on 3 sides. Although road transport is the most widely used method among other methods today, it is thought that road transport will not be as common in the future due to both its high cost and the damage it causes to the environment.
