Özet
Neoliberalizm, dirençliliği ve kendi varlığını yeniden üretebilme kapasitesi ile geçmiş ekonomik yapılardan farklı olarak özgün bir profil sergiler. Dahil olduğu her noktada mevcut yapısal dinamikleri kendi ihtiyaçlarına göre dönüştüren neoliberalizm sağlık konusunda da bir dizi dönüşümü beraberinde getirmiştir. İnsan hayatının temel dinamiği olduğu düşünüldüğünde sağlığın neoliberal ilkeler doğrultusunda geçirdiği dönüşümlerin analiz edilmesi önemli olmuştur. İnsan hayatının her alanında etkin rol oynayan neoliberal yapılanmanın hangi dinamikler ve iktidar teknikleri vasıtasıyla varlığını yeniden üretebildiği sorgulanmış; cevapların biyopolitika ve psikopolitikanın sunduğu düzlem üzerinden verilmesinin mümkün olduğu görülmüştür. Bu bağlamda neoliberal sağlık anlayışının yeniden üretilmesi konusunda biyopolitika ve psikopolitikanın rolünün incelenmesi amaçlanmıştır. Her iki teorik düzlem üzerine başta Michel Foucault ve Byung-Chul Han'ın analizleri olmak üzere literatürün önde gelen çalışmaları, toplumsal ve bireysel pratikler üzerinde biyopolitik ve psikopolitik unsurları görebilmeye imkân sunan alan araştırmaları, analizler, gözlemler ve karşılaştırmalar incelenmiştir. Bireylerin ve toplumun sermayenin ihtiyaçları uyarınca hareket etmesi söz konusu olduğunda bedenlerin biyopolitikasının ve ruhun psikopolitikasının hakim iktidar söyleminin yaygınlaştırılması, içselleştirilmesi, sürdürülmesi ve sağlığın kazandığı yeni anlamlar ile neoliberal sağlık tüketiminin teşvik edilmesi noktalarından başlayarak neoliberal sağlığın yeniden üretilmesine imkan yarattığı görülmüştür. Nihayetinde, neoliberalizmin insan varlığının bedensel ve ruhsal yapılanmasından beslendiği, bedenin ve ruhun optimize edilmesi, normalleştirilmesi, verimlileştirilmesi gibi ideallerle hakim sağlık söyleminin içselleştirildiği, sağlığın sektörel bir yapılanmaya bürünerek tıbbın ve bağlı unsurların anlamlarında dönüşümler olduğu tespit edilmiştir. Tüm bu dönüşümler neticesinde neoliberal sağlık aklının tüketim pratikleri üzerinden yeniden üretildiği ve sağlık tüketiminin normlaştırıldığı, bu tekniklerle neoliberalizmin devamlılığının sağlandığı sonucuna varılmıştır.

Neoliberalism, with its resilience and capacity to reproduce its own existence, exhibits a unique profile distinct from past economic structures. Transforming existing structural dynamics according to its needs at every point it is involved, neoliberalism has brought about a series of transformations in health as well. Given that health is considered a fundamental dynamic of human life, analyzing the transformations that health has undergone in line with neoliberal principles has been crucial. The dynamics and power techniques through which the neoliberal structure, which plays an active role in all areas of human life, can reproduce its existence have been questioned; it has been seen that the answers can be given on the plane offered by biopolitics and psychopolitics. In this context, it has been aimed to examine the role of biopolitics and psychopolitics in the reproduction of the neoliberal understanding of health. Leading works in the literature, particularly the analyses of Michel Foucault and Byung-Chul Han, field studies, analyses, observations and comparisons that allow us to see the biopolitical and psychopolitical elements on individual and societal practices have been examined. It has been seen that the proliferation, internalization, and perpetuation of the dominant power discourse of the biopolitics of bodies and the psychopolitics of the soul, allowing individuals and society to act in accordance with the needs of capital, and the new meanings gained by health, have created the possibility for the reproduction of neoliberal health starting from the points of promoting neoliberal health consumption. In conclusion, it has been found that neoliberalism feeds on the physical and mental structure of human existence, the dominant health discourse is internalized with ideals such as the optimization, normalization, and efficiency of the body and soul, and that health has undergone transformations in its meanings as it turns into a sectoral structure along with medicine and related elements. As a result of all these transformations, it has been concluded that the neoliberal health mindset is reproduced through consumption practices, that health consumption is normalized, and that the continuity of neoliberalism is ensured with these techniques.
