Özet

Bu tez çalışması ile son olarak yaşadığımız Covid-19 pandemisi süreci incelenmiştir. Salgının başta Dünya olmak üzere Türkiye'deki süreci ele alınarak, İstanbul ili özelinde, yürütülen çalışmalar değerlendirmiştir. Türkiye'de salgına yönelik yürütülen çalışmalar ulusal düzeyde değerlendirilerek kamu yönetimi anlamında merkezi ve yerel yönetimlerin çalışmaları incelenmiştir. Çalışmada önceki çalışmalar incelenmiş, çeşitli kurum ve kuruluşlarca yayımlanmış olan genelgeler ve yayınlar ile çeşitli idari kararlara müessir eylem planları ele alınmıştır. Bu etki düzeyinde bir pandeminin ilk defa yaşanıyor olması ve daha önce yapılan çalışmaların daha çok il idaresi bağlamında yürütülmesi nedeniyle literatürde fazla çalışmanın olmadığı görülmüştür. Bu yönüyle değerlendirildiğinde, sonuç kısmında sunulan görüş ve önerilerin katkı sunacağı düşünülmektedir. Çalışma genel olarak beş bölümde ele alınmıştır. İlk bölümde çalışmanın amacı, yöntemi ve kısıtlılıklara değinilmiştir. İkinci bölümde Covid-19 salgını hakkında genel bilgiler aktarılarak daha önce yapılan çalışmalardan faydalanılmıştır. Salgına yönelik çalışmaların önemli bir kısmının halk sağlığına yönelik çalışmalar olduğu görülmüştür. Üçüncü bölümde, çalışmanın ana bağlamını oluşturan il idaresi ele alınmıştır. Mevcut il idare sisteminin başlangıcı olan Osmanlı dönemi yönetim tarzı ele alınmıştır. Mevcut uygulamanın küresel salgınlara yönelik yapısına değinilmiştir. Dördüncü bölüm, başta dünya olmak üzere Türkiye ve İstanbul'da salgınla mücadeleye ayrılmıştır. Bu bölümde bazı organlar ve etkili olduğu değerlendirilen çalışmalara yer verilmiştir. İl İdaresi içerisinde var olan merkezi kurumların taşra birimleri ile belediyelere yer verilmiştir. İstanbul yürütülen salgınla mücadelede belediyeler de Valilik ve diğer taşra kurumları ile ele alınmıştır. Beşinci bölümde merkez- yerel ilişkileri ele alınmıştır. Merkezi kurumların taşra birimleri ve valilikler ile olan ilişkileri ile birlikte belediyeler ile olan ilişkilere de yer verilmiştir. Sonuç ve değerlendirme kısmında ise olağan dönemlerin aksine olağanüstü dönemlerde kamu yönetimi ve dolayısıyla il idaresinin eksik kalan ya da ihtiyaçlara cevap veremeyen yönlerine değinilmiştir. Küresel salgın ile birlikte gerek özel sektör gerekse de kamu sektörüne çok fazla yenilik girmiştir. Temassız ödeme sistemleri, uzaktan çalışma ve toplantıların yapılması vb. uygulamalar kamu kurumlarında da yaygın olarak kullanılır olmuştur. Özellikler Vefa Sosyal Destek Grupları ve çeşitli belediyeler tarafından uygulamaya konulan 'yardımlaşma' temalı uygulamalar genel uygulamalara dönüştürülmeye uygun olarak değerlendirilmiştir. Genel olarak, mevcut yönetim sistemiyle bu sürecin başarılı şekilde yürütüldüğü ancak bazı alanlarda sorun teşkil eden durumlar olduğu değerlendirilmiştir. Türkiye'deki sağlık alt yapısı ve insan kaynağının iyi ve yeterli olması ve yine salgın döneminde alınan kararlar ile çok kısa sürede kurulan Pandemi Hastaneleri sürecin sağlık sistemine yönelik yükünün hafifletmiştir. Ancak ekonomik ve idari yönden değerlendirildiğinde yeterli olmadığı yönündeki eleştirilere hak verilmiştir.

With this thesis study, the Covid-19 pandemic process we have recently experienced has been examined. The process of the pandemic in Turkey, especially in the world, was discussed and the studies carried out specifically in the province of Istanbul were evaluated. The studies carried out against the epidemic in Turkey were evaluated at the national level and the activities of central and local governments were examined in terms of public administration. In the study, previous studies were examined, circulars and publications published by various institutions and organizations, and action plans effective on various administrative decisions were discussed. It has been observed that there are not many studies in the literature due to the fact that a pandemic at this level of impact is experienced for the first time and the previous studies were mostly conducted in the context of provincial administration. When evaluated from this aspect, it is thought that the opinions and suggestions presented in the conclusion section will contribute. The study is generally discussed in five sections. In the first section, the purpose, method and limitations of the study are mentioned. In the second part, general information about the Covid-19 pandemic was given and previous studies were used. It has been observed that a significant part of the studies on the epidemic are public health studies. In the third chapter, the provincial administration, which forms the main context of the study, is discussed. The Ottoman period management style, which was the beginning of the current provincial administrative system, was discussed. The nature of the current practice for global epidemics is mentioned. The fourth section is devoted to the fight against the epidemic in Türkiye and Istanbul, especially in the world. In this section, some organs and studies that are considered effective are included. The provincial units of the central institutions within the Provincial Administration and the municipalities are included. In the fight against the epidemic carried out in Istanbul, municipalities were also discussed with the Governorship and other provincial institutions. In the fifth chapter, center-local relations are discussed. The relations of the central institutions with the provincial units and governorships as well as the relations with the municipalities are also included. In the conclusion and evaluation part, the aspects of public administration and therefore the provincial administration that are missing or cannot meet the needs in extraordinary periods, unlike ordinary periods, are mentioned. With the global epidemic, many innovations have entered both the private and public sectors. Contactless payment systems, remote working and holding meetings, etc. The applications have also become widely used in public institutions. Features The 'co-operation' themed practices implemented by Vefa Sosyal Destek Groups and various municipalities have been evaluated as suitable for turning into general practices. In general, it was evaluated that this process was carried out successfully with the current management system, but there were problems in some areas. The health infrastructure and human resources in Turkey are good and sufficient, and the Pandemic Hospitals established in a very short time with the decisions taken during the epidemic period have eased the burden of the process on the health system. However, when evaluated from an economic and administrative perspective, criticisms that it is not sufficient are justified.
