Özet
Strateji kavramı gelecek ile ilgili bir kavram olup örgütler geleceğe yönelik belirsizlikleri ortadan kaldırmak ve planlı bir şekilde amaç ve hedeflere ulaşmak için bu yolu izlemektedir. Sürekli gelişen ve değişen dünyamızda kıt kaynaklara sahip olan örgütler; çevreye uyum sağlamak ve sürdürülebilir bir organizasyona sahip olmak için stratejik yönetim biçimini uygulamaktadır. Stratejik yönetim belirlenen amaçlar doğrultusunda arzu edilen hedeflere ulaşabilmek için ihtiyaç duyulan bir dizi operasyon sürecinden oluşur. Stratejik yönetimin en önemli aracı olan stratejik planlama, günümüzde örgütlerin stratejik başarısının en temel unsurudur. Stratejik planlama, misyonun ve vizyonun belirlenmesi, amaçların tespiti, kurum içi analizler, dış çevre analizleri, kurum stratejilerinin saptanması ve değerlendirilmesi, hedeflerin seçimi, fonksiyonel stratejilerin planlanması, stratejik planın uygulanması ile plan ve uygulamaların kontrol edilmesi aşamalarından oluşup; bünyesinde barındırdığı katılımcılık, şeffaflık ve hesap verilebilirlik sayesinde örgütlerin daha etkin ve verimli yönetilmesini sağlayan bir süreçler bütünüdür. Bu çalışmada stratejik planlamanın Türkiye İş Kurumunun faaliyetlerine etkisi nitel veri analizi kapsamında betimsel analiz yöntemi ile irdelenmiştir. Ayrıca araştırmada veri toplama yöntemi olarak doküman inceleme yöntemi kullanılmış ve bu doğrultuda Türkiye İş Kurumu'nun 2019-2023 dönemine ait stratejik planı ve faaliyet raporları incelenmiştir. Tüm bunlara bakılarak Türkiye İş Kurumunun stratejik planlama doğrultusunda ilgili faaliyetleri yürüttüğü ve bu faaliyetleri yürütürken eksik ve fazla yönlerini revize etmesinin gelecek dönemdeki stratejik planların gerçekleşme düzeyini artıracağı sonucuna ulaşılmıştır.

The concept of strategy is a concept related to the future and organizations follow this path in order to eliminate future uncertainties and to achieve goals and objectives in a planned manner. Our world is constantly changing and evolving so Organizations with scarce resources have a sustainable organization by adapting to the environment thanks to strategic management. Strategic management consists of a series of operational processes needed to achieve the desired goals in line with the determined objectives. Strategic planning, which is the most important tool of strategic management, is the most basic element of the strategic success of organizations today. Strategic planning consists of the stages of determining the mission and vision, determining the objectives, internal analysis, external environment analysis, determining and evaluating the corporate strategies, selecting the objectives, planning the functional strategies, implementing the strategic plan and controlling the plans and applications; It is a set of processes that enable more effective and efficient management of public institutions, thanks to the participation, transparency and accountability it contains. In this study, the effect of strategic planning on the activities of the Turkish Employment Agency was examined with descriptive analysis method within the scope of qualitative data analysis. In addition, a data collection system and document review method were used in the research, and accordingly, the Turkish Employment Agency's strategic plan and activity reporting data for the year 2019-2023 are included. Considering all these, it has been concluded that the Turkish Employment Agency carries out the relevant activities in line with strategic planning and that revising its shortcomings and excesses while carrying out these activities will increase the realization level of strategic plans in the future.
