Özet
Terör yıllar boyu insanoğlunun mücadele ettiği bir güvenlik sorunu olmuştur. Teknoloji çağıyla beraber gelişen yapay zekanın, veri analiz yöntemlerinin kullanım alanı genişleyerek terörle mücadele alanında da etkisi görülmeye başlanmıştır. Bu çalışmada ise terörle mücadelede Türkiye'de yaşanan terör olaylarını il bazında ilişkilendirilebilecek değişkenler neler olduğu incelenmiştir. Tezde, teröre karşı bakış açısının zaman içindeki değişimini dönemlere göre ayırarak incelenmiştir. Terörizme tarihsel boyutta değişen bakış açıları terör tanımları üzerinden değerlendirilmiştir. Terörle mücadele yöntemleri siyasi, güç kullanımını içeren yöntemler ve istihbari yöntemler açılardan ele alınıp Türkiye'deki terör vakalarını bölgesel ve yıllara göre analizi edilmiştir. Bu çalışma, terörle mücadelede veri kullanımının önemini vurgulayarak, bu alanda daha etkili stratejilerin geliştirilmesine katkıda bulunmayı amaçlamaktadır. Bu sayede, terörle mücadele stratejileri daha hedefli ve verimli hale getirilebileceği düşünülmüştür. Bu tez, terörle mücadelede veri dünyasının getirdiği farklı yöntemlerin ve stratejilerin etkilerini anlamak için bir çerçeve sunmaktadır. Bu amaçla 81 ile dair elde edilen verileri kullanarak elde edilen sonuçlarla gelecekteki mücadele stratejilerine katkı sağlamayı hedeflemektedir.

It has been a security problem that humanity has struggled with throughout the years of terrorism. With the age of technology, the use of artificial intelligence and data analysis methods has expanded and has become effective in the counter terrorism. If this is terrorism, it was known what the variables related to the terrorist incidents in Turkey were on a provincial basis in the counter terrorism. In the thesis, he is able to distinguish the change in the perspective on terrorism over time by dividing it according to periods. Perspectives on the dimensions of terrorism were evaluated through definitions of terrorism. Counter-terrorism methods, including political, force-based and intelligence methods, were discussed and terrorist cases in Turkey were analyzed regionally and by year. This work emphasizes expanding verification in the counter terrorism, ensuring more effective integration in this area. In this way, it was thought that the method of counter terrorism could be made more targeted and efficient. This thesis provides a framework for the application of different methods and methods offered in the systems in the counter terrorism. It aims to contribute to the combat method with the results obtained by using the data obtained for this purpose.
