Özet
Bu çalışma Türkiye'de yaşanılan toplumsal değişimi ve bunun eğitim üzerindeki etkilerini üst politika belgelerine dayanarak anlamaya çalışmaktadır. Bu süreçte yönetim bilimleri tarafından kullanılan PESTLE analiz ve değerlendirme modeli tercih edilmiştir. PESTLE modeli politik, ekonomik, sosyal, teknolojik, hukuksal ve çevresel dinamiklerin yapı ve politika üzerindeki etkilerini değerlendirmektedir. Bu kapsamda Türkiye'deki toplumsal değişimi belirleyen politik, ekonomik, sosyal, teknolojik, hukuksal ve çevresel dinamiklerin ortaya çıkışı ve gelişimi tarihsel olarak değerlendirilmiş, bunların alt faktörlerine ulaşılmaya çalışılmıştır. Bu süreç çalışmanın tarihsel ve sosyolojik arka planını oluşturmaktadır. Bu bağlamda sosyolojinin özelde de eğitim sosyolojisinin kavram, kuram ve literatürü değerlendirilmiş, eğitim ve toplumsal değişim arasındaki ilişki tartışılmıştır. Türk eğitim politikasının ana enstrümanlarından olan üst politika belgelerinde toplumsal değişimin ne derecede dikkate alındığı, hangi toplumsal değişim dinamiğinin etkisinin daha fazla olduğu araştırmanın temel merakını oluşturmaktadır. Çalışmada PESTLE dinamiklerinin Türk eğitim sisteminde yol açtığı değişim; on iki adet kalkınma planı ve dört adet stratejik planın analiziyle tespit edilmeye çalışılmış, ilaveten Millî Eğitim Bakanlığı'nın yaşadığı bazı yapısal değişiklikler değerlendirilmiştir. Araştırma sonuçlarına göre üst politika belgelerinde değerlendirilen PESTLE dinamiklerinden her birinin etkisinin dönemsel olarak değişen şekil ve oranlarda öne çıktığı, stratejik planlardaki PESTLE analizlerinde ise tarihsel olarak bir değişim ve gelişim olduğu görülmüş, böylece toplumsal değişimin eğitim üzerindeki etkilerinin her plan döneminde ağırlıkları değişen dinamikler temelinde geliştiği anlaşılmıştır.

This study attempts to understand the social change experienced in Turkey and its effects on education based on high level policy documents. In this process, the PESTLE analysis and evaluation model used by management sciences was preferred. The PESTLE model evaluates the effects of political, economic, social, technological, legal and environmental dynamics on structure and policy. In this context, the emergence and development of political, economic, social, technological, legal and environmental dynamics determining social change in Turkey were evaluated historically, and their sub-factors were attempted to be reached. This process constitutes the historical and sociological background of the study. In this context, the concepts, theories and literature of sociology, especially the sociology of education, were evaluated, and the relationship between education and social change was discussed. The extent to which social change is taken into consideration in the high level policy documents, which are the main tools of Turkish education policy, and which social change dynamics have more impact constitute the basic curiosity learned. In the study, the change that paved the way for the Turkish education process of PESTLE dynamics; It was tried to be determined by analyzing two development plans and four compilation plans, and in addition, some changes experienced by the Ministry of National Education were also evaluated. According to the research results, it was seen that the effects of each of the PESTLE dynamics in the high level policy documents came to the fore in periodically changing shapes and rates, and that there was a historical change and development in the PESTLE analyses in the strategic plans, thus it was understood that the effects of social change on education developed on the basis of dynamics whose weights changed in each plan period.
