Özet
Çalışmanın birinci bölümünde Tebligat ile ilgili temel bilgilere ve devletler arasında yapılan tebligatlarla ilgili açıklamalara yer verilmiştir. İkinci bölümde ise 1965 tarihli Hukuki Ve Ticari Konularda Adli Ve Gayri Adli Belgelerin Yabancı Memleketlerde Tebliği'ne Dair Lahey Sözleşmesi incelenirken özellikle sözleşmenin doğrudan posta yoluyla tebligat yöntemini düzenleyen 10. maddesi üzerinde durulmuş bu maddenin olumlu ve olumsuz yönleri, bu maddeye çekince koyan ve çekince koymayan devletlerin hangileri olduğu, uygulamasının ne şekilde olduğu hakkında değerlendirmeler yapılmıştır. Çalışmanın üçüncü ve son bölümünde 1965 tarihli Lahey Sözleşmesi'nin (özellikle doğrudan posta yoluyla tebligat yönteminin) uygulaması sırasında ortaya çıkan sorunlar ile doktrinde bu sorunlara yönelik yapılan önerilere ve bu alanda yapılan çalışmalara yer verilmiştir. Çalışmamızın sonuçları ve kendi görüşlerimiz de belirtilerek Sonuç kısmı ile sona erdirilmiştir.

In the first section of this study, fundamental information regarding service of process (tebligat) and explanations concerning the service of process between states are provided. The second section examines the 1965 Hague Convention on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters, with particular emphasis on Article 10, which regulates the method of service via postal channels. This section evaluates the advantages and disadvantages of this article, identifies the states that have made reservations to this provision and those that have not, and discusses the manner in which it is implemented. In the third and final section, the study addresses the issues encountered during the implementation of the 1965 Hague Convention (especially regarding the method of service via postal channels), along with the doctrinal suggestions and studies conducted to address these issues. The study concludes with a summary of its findings and our own opinions presented in the Conclusion section.
