Özet

Bu çalışma, tanker işletme firmalarının yönetici pozisyonlarında görev yapan kişilerin yetkinliklerinin, Tanker Management and Self Assessment 3 (TMSA3) gerekliliklerine göre nasıl önceliklendirilmesi gerektiğini incelemektedir. TMSA3, tanker işletmeciliğinde operasyonel güvenliği artırmayı ve performansı iyileştirmeyi hedefleyen bir standarttır ve yöneticilerin bu gereksinimlere uyumlu yetkinliklere sahip olmasını zorunlu kılmaktadır. Çalışmanın temel amacı, TMSA3'ün gereksinimlerini göz önünde bulundurarak, yöneticilerin sahip olması gereken yetkinliklerin belirlenmesi ve bu yetkinliklerin öncelik sırasının analiz edilmesidir. Çalışma kapsamında literatürdeki disiplinlerarası yönetici yetkinlikleri araştırmaları ve TMSA3 ile ilgili yapılan çalışmalar gözden geçirilmiştir. Farklı sektörlerdeki yetkinlik çerçeveleri karşılaştırılmış ve bu bilgiler ışığında, denizcilik sektöründeki yöneticiler için uygun yetkinlikler belirlenmiştir. Yönetici yetkinliklerinin önceliklendirilmesi sürecinde Çok Kriterli Karar Verme (ÇKKV) yöntemlerinden biri olan TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) kullanılmıştır. TOPSIS yöntemi, bir dizi alternatifin belirlenen kriterler doğrultusunda sıralanmasını sağlayan etkin bir analiz tekniğidir. Araştırmanın uygulama kısmında, gemi işletme firmalarında çalışan yöneticilere yönelik anketler düzenlenmiş ve uzman görüşleri toplanmıştır. Elde edilen veriler, TOPSIS yöntemi ile analiz edilerek yöneticilerin sahip olması gereken yetkinlikler önceliklendirilmiştir. Bu analiz sonucunda, yöneticilerin hangi yetkinliklere daha fazla odaklanmaları gerektiği belirlenmiştir. Çalışmanın bulguları, özellikle tanker işletmeciliğinde güvenlik, risk yönetimi, karar verme, operasyonel süreçlerin yönetimi gibi alanlarda yöneticilerin hangi yetkinliklerinin öne çıktığını göstermektedir. Sonuç olarak, bu çalışma tanker işletme firmalarının yönetici kadrolarının TMSA3 gereksinimlerine uygun yetkinliklerle donatılmasının önemini vurgulamakta ve bu süreçte kullanılabilecek stratejik yaklaşımlar önermektedir. Çalışmanın bulguları, gemi işletme firmalarına yöneticilerin performansını arttırma, operasyonel verimliliği iyileştirme ve TMSA3 uyumluluğunu sağlama konusunda rehberlik edecek önemli veriler sunmaktadır.

This study examines how the competencies of people working in managerial positions in tanker operating companies should be prioritized according to the requirements of Tanker Management and Self Assessment 3 (TMSA3). TMSA3 is a standard that aims to increase operational safety and improve performance in tanker operations and requires managers to have competencies that are compatible with these requirements. The main purpose of the study is to determine the competencies that managers should have in ship operating companies, considering the requirements of TMSA3, and to analyze the priority order of these competencies. Within the scope of the study, interdisciplinary managerial competency research in the literature and studies conducted on TMSA3 were reviewed. Competency frameworks in different sectors were compared and in the light of this information, suitable competencies were determined for managers in the maritime sector. TOPSIS (Technique for Order Preference by Similarity to Ideal Solution), one of the Multi-Criteria Decision Making (MCDM) methods, was used in the prioritization process of managerial competencies. The TOPSIS method is an effective analysis technique that allows a series of alternatives to be ranked according to the specified criteria. In the application part of the research, surveys were conducted for managers working in ship management companies and expert opinions were collected. The title of these managers are : Technical Manager, Operation Manager, HSQE Manager, Crewing Manager, Training Manager working for Tanker industry. The data obtained from these managers and it was analyzed with the TOPSIS method. Based on the data, competencies that managers should have, were prioritized. As a result of this analysis, it was determined which competencies that the managers should concentrate on. The findings of the study show which competencies of managers stand out especially in areas such as safety, risk management, decision making, and management of operational processes in tanker management. In this study, additionally a structured approach has been developed to prioritize the competencies required for shore-based managers working in a tanker shipping company, in alignment with TMSA3 requirements and industry best practices. Using the TOPSIS method, the essential skills that managers need have been identified with details; in relation to both the operational and strategic aspects of tanker management, and ranked through a detailed analysis of data collected from various sources. More than nineteen skills were analyzed in scientific research. Nineteen skills research findings highlight that the most critical skills for the industry are : personal and professional development include adaptability, creative thinking, market awareness, and effective management of complex systems. These findings not only contribute to the enhancement of existing competencies but also indicate that skill gaps can be addressed through targeted training programs in companies. As a result of analyze, the need for leadership development workshops and cross-functional collaboration has also been emphasized. Prioritization of the skills will facilitate and help a more focused approach to managerial skill development within companies. For future research, it is recommended that additional studies can be included for a broader range of managerial perspectives to generate more in-depth and consistent results. Furthermore, the implementation of Personal Development Plans (PDPs), supported by Personal Development Initiatives (PDIs), could enable more comprehensive development efforts with more researches. Based on these insights and results, tanker shipping companies can improve the adaptability of their shore-based managers in companies. The Personal Development Analysis (PDA) identifies the key areas for growth to enhance managerial potentials. Skills such as rapid learning, creative problem solving, market insight, and advanced communication have been prioritized in line with the evolving demands of the maritime industry, in this research. Additionally, technical expertise, software proficiency, and cultural awareness underline the need for a versatile competency set for the industry. For the future efficiency and sustainability of companies it is suggested that these competencies and skills can be developed and improved through customized training programs, mentoring initiatives, technology-driven tools, and continuous feedback mechanisms. Enhancing these capabilities will allow companies, not only align more closely with TMSA3 standards but also achieve operational excellence, regulatory compliance, and resilience in the dynamic maritime environment. In order to pioneer for future studies, this study conducted within the framework of TMSA3 has determined the deficiencies in the field of managerial competencies and skills of companies operating tankers and has also offered solutions on how to close the gaps in the industry. In order to achieve long-term success, it has a great importance to develop the competencies of“being able to use standard office software”and“being in command of corporate culture”, which are particularly low-scoring according to the TOPSIS analysis. In this context, it is recommended that companies should focus more on personal development-based analysis and innovations. In order to contribute to this development process, personalized training programs, mentoring supports and technological solutions can be put into practice in companies. In addition, considering the variable and challenging structure of the maritime sector, it will also be beneficial to create programs that increase resilience and support compliance with legislation in order to achieve operational excellence. For instance, employee development programs and trainings can be monitored more effectively with the feedback systems integrated especially with the technology. The importance of basic competencies such as : Creative thinking, market awareness, management of complex systems and adaptation skills have been increasing for corporate and individual success in the industry. Therefore, it has become unavoidable for companies to provide training opportunities that support these skills especially for managers, by organizing leadership workshops and strengthen the culture of collaboration in companies. In order to achieve all of these things, it is necessary to be open to development in management processes, increase future research, expand individual development opportunities and invest in the necessary processes for compliance in the industry. In conclusion, this study in general, emphasizes the importance of equipping the managerial standards of tanker management companies with competencies that are in line with TMSA3 requirements and suggests strategic approaches that can be used in variety of processes. The findings of the study provides important data that will guide ship management companies to increase the performance of managers, improving operational efficiency, and ensuring TMSA3 compliance. This study also emphasizes the necessity of systematically enhance of the skills and capabilities in the industry. For the managerial staff especially for managers, it is needed to get into practise; in order to meet, not only the regulatory expectations but also the increasing demands of a complex and evolving maritime industry. Identifying the key competency gaps and prioritizing them offers strategic and practical recommendations for the companies, that can be effectively applied across a wide range of organizational processes, including human resource development, operational and technical planning, safety and security management with the technological integration.
