Özet
Bu çalışmanın amacı, Dünya'daki iklim değişikliği politika belgelerinin [Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi (BMİDÇS), Kyoto Protokolü ve Paris Anlaşması ile Türkiye'de ki iklim değişikliği politika belgelerinin İklim Değişikliğine Uyum Stratejisi ve Eylem Planı (İDUSEP) (2024-2030) ve On İkinci Kalkınma Planı (OİKP) (2024-2028)] eğitim fakültelerinde 2018 yılından itibaren uygulanmaya başlanan ve sınıf eğitimi, sosyal bilgiler eğitimi, fen bilgisi eğitimi gibi farklı programlarda yer alan çevre eğitimi dersi tanımında geçen konu ve kavramlar açısından incelenmesidir. Yapılan incelemelerin sonucunda, temel ekolojik kavramların anılan belgelerde tam olarak yer almadığı görülmüştür. Temel ekolojik ilkelerin yeterli seviyede yer aldığı görülmüştür. Ekosistem, besin zinciri ve besin ağı, enerji akışı ve su kaynakları konularının Kyoto Protokolü'nde yer almadığı, diğer belgelerde yeterli seviyede yer aldığı görülmüştür. Habitat, türler arası ve tür içi rekabet ile nüfus artışı konularının BMİDÇS, Kyoto Protokolü ve Paris Anlaşması'nda hiç yer almadığı, İDUSEP (2024-2030) ve OİKP (2024-2028) belgelerinde ise yetersiz kaldığı görülmüştür. Yaşam ve karşılıklı yaşama konularının BMİDÇS, Kyoto Protokolü ve Paris Anlaşması'nda hiç yer almadığı, İDUSEP (2024-2030) ve OİKP (2024-2028) belgelerinde ise yeterli seviyede yer aldığı görülmüştür. Maddenin dolaşımı, toprak ve çevre duyarlılığı konularının anılan bütün belgelerde yeterli şekilde yer aldığı tespit edilmiştir. Ekolojik etki konusunun Paris Anlaşması'nda hiç yer almadığı diğer belgelerde yeterli seviyede yer aldığı dikkat çekmektedir. Erozyon konusunun Kyoto Protokolü ve Paris Anlaşması'nda yer almadığı diğer belgelerde yeterli seviyede yer aldığı görülmüştür. Bu sonuçlar doğrultusunda, eğitim fakültelerinde çevre eğitiminin bu çalışmada incelenen belgelerde yer alan konu ve kavramlardan örnekler verilerek icra edilmesi, ilkim değişikliği politika belgelerinin çevre eğitimini destekler nitelikte olması, çevre eğitimi veren öğretim görevlilerinin çevre hakkında oluşturulan politika belgelerini incelmek suretiyle eğitim icra etmeleri, iklim değişikliği politikalarının belirlenmesi aşamasında eğitim fakültelerinde bu konuda ders veren uzman personelin görüş ve önerilerinin alınması ayrıca çevre eğitiminin yaşam boyu verilen bir eğitim olması gibi önerilerde bulunulmuştur.

The purpose of this study, It is the examination of climate change policy documents in the world [United Nations Framework Convention on Climate Change (UNFCCC), Kyoto Protocol and Paris Agreement and climate change policy documents in Turkey such as Climate Change Adaptation Strategy and Action Plan (2024-2030) and Twelfth Development Plan (2024-2028)] in terms of the subjects and concepts included in the definition of environmental education course, which has been implemented in faculties of education since 2018 and is included in different programs such as classroom education, social studies education and science education. As a result of the investigations, It has been observed that basic ecological concepts are not fully included in the mentioned documents. It has been observed that basic ecological principles are present at a sufficient level. It has been observed that the issues of ecosystem, food chain and food web, energy flow and water resources are not included in the Kyoto Protocol, but are sufficiently included in other documents. It has been observed that the issues of habitat, inter- and intra-species competition and population growth are not included in the UNFCCC, Kyoto Protocol and Paris Agreement, and are insufficient in the Climate Change Adaptation Strategy and Action Plan (2024-2030) and Twelfth Development Plan (2024-2028) documents. It has been observed that the issues of life and mutual living are not included in the UNFCCC, Kyoto Protocol and Paris Agreement, but are included at a sufficient level in the documents of Climate Change Adaptation Strategy and Action Plan (2024-2030) and Twelfth Development Plan (2024-2028) documents. It was concluded that the issues of circulation of matter, soil and environmental awareness were adequately covered in all the documents mentioned. It has been observed that the issue of ecological impact is not included in the Paris Agreement at all, but is sufficiently included in other documents. It has been observed that the issue of erosion is not included in the Kyoto Protocol and the Paris Agreement, but is sufficiently included in other documents. In line with these results, suggestions were made such as; environmental education in education faculties should be conducted by giving examples from the topics and concepts included in the documents examined in this study, climate change policy documents should be supportive of environmental education, environmental education instructors should conduct their education by examining the policy documents created about the environment, the opinions and suggestions of the expert personnel who teach on this subject in education faculties should be taken into account when determining climate change policies, and environmental education should be a lifelong education.
