Özet
Sanayi Devrimi ile birlikte başlayan teknolojik gelişmeler ve dünya nüfusunun hızla artması, üretim-tüketim faaliyetlerinin aşırı artmasına neden olmuştur. Bu süreçte doğal kaynaklar sınırsızmış gibi kullanılmış, çevresel tahribatlar meydana gelmiştir. II. Dünya Savaşı sonrası tüketim odaklı ekonomik büyüme modeliyle bu eğilim daha da hızlanmış ve çevresel sorunlar küresel boyutlara ulaşmıştır. 1970'li yıllardan itibaren ise çevre sorunları, tüm insanlığın ortak problemi haline gelmiştir. 1987 yılında yayımlanan Brundtland Raporu ile“sürdürülebilir kalkınma”kavramı gündeme gelmiş ve kalkınmanın çevreden bağımsız ele alınamayacağı fikri yaygınlaşmıştır. Zaman içerisinde fikirleri eyleme dönüştürecek gerçekçi adımlar atılmaya başlanmıştır. 2015 yılında kabul edilen Paris İklim Anlaşması ve BM Sürdürülebilir Kalkınma Amaçları (SKA) ile ülkeler, 2030 yılına kadar karbon emisyonlarını azaltmayı ve 2050 yılına kadar çevresel, sosyal ve toplumsal hedefleri gerçekleştirerek karbon salınımını sıfırlamayı taahhüt etmiştir. Avrupa Birliği de Yeşil Mutabakat çerçevesinde karbon nötr hedefler koymuştur. Ancak bu hedeflere ulaşmada yalnızca devletlerin çabası tek başına yeterli olmayacağından, özel sektörün ve finans kurumlarının katkısı da hayati önem taşımaktadır. Geleneksel finansın çevresel etkilerinin sorgulanmaya başlamasıyla, sürdürülebilir finans öne çıkmıştır. Bu yeni yaklaşımda finansal getirinin yanı sıra çevresel ve sosyal etkiler de yatırım kararlarında belirleyici olmaya başlamıştır. Sürdürülebilir finans; finansal sistemin Çevresel, Sosyal ve Yönetişim (ÇSY) ilkelerine göre yapılandırılmasını hedefler. Fosil yakıt projeleri gibi zararlı yatırımlar yerine, çevre dostu projelere yönlendirme yapılmasını teşvik etmektedir. Çalışmanın temel odağını oluşturan bankacılık sektörünün iklim değişikliğiyle mücadele sürecindeki rolü, hem dönüşen hem de dönüştüren bir aktör olarak ele alınmıştır. Sürdürülebilir kalkınma hedefleri doğrultusunda finans sektöründe yaşanan yapısal dönüşümün, özellikle büyük ölçekli kredi karar süreçlerinde çevresel ve sosyal etkilerin dikkate alınmasını zorunlu hale getirdiği vurgulanmıştır. Bankaların, yalnızca kendi operasyonel işlemlerinde karbon salınımını azaltmaya yönelik adımlar atmaları değil, aynı zamanda finanse ettikleri projelerin çevresel ve sosyal etkilerini de dikkate almaları gerektiği ifade edilmiştir. Uluslararası düzeyde sürdürülebilir bankacılık uygulamalarına yön veren ilkelerden biri olan UNEP Finans Girişimi kapsamında geliştirilen“Sorumlu Bankacılık Prensipleri”nin, Paris İklim Anlaşması ve BM Sürdürülebilir Kalkınma Amaçları'yla uyumlu bankacılık faaliyetlerini teşvik ettiği aktarılmıştır. Türkiye'den bazı bankaların bu prensiplere gönüllü olarak katıldığı ve ayrıca“Net Sıfır Bankacılık Birliği”gibi oluşumlarla 2050 yılına kadar karbon nötr hedefler doğrultusunda taahhütlerde bulundukları bilgisine yer verilmiştir. Bankacılık sektörü sadece dönüşen bir yapı değil, aynı zamanda diğer sektörleri de dönüştüren önemli bir araç olarak konumlanmaktadır. Özellikle karbon yoğun sektörlerin daha çevreci üretim modellerine geçişinde bankaların kredi politikaları belirleyici bir rol oynamaktadır. Finansman sağladıkları projelerin yaratacağı çevresel ve sosyal risklerden dolayı itibar ve finansal kayıp riskiyle karşı karşıya olan bankalar, artık bazı faaliyetlere kesinlikle kredi vermeme kararı almış; büyük ölçekli projeler için ise detaylı risk analiz süreçlerini devreye sokmuştur. Çevresel ve sosyal riskleri yüksek projeler ya tamamen reddedilmekte ya da ancak bu riskleri azaltacak düzenlemeler yapılması koşuluyla finanse edilmektedir. Türkiye'den 8 banka, sürdürülebilir finansman bildirgesi imzalayarak uluslararası düzeyde çevresel ve sosyal risk yönetimini öngören Ekvator Prensiplerine benzer bir yaklaşımı gönüllü olarak benimsemiştir. Bu bankalar 10 milyon USD ve üzeri büyük yatırımlar için çevresel ve sosyal etki değerlendirmesi yapmayı taahhüt etmiştir. Bu sayede finansman sağladıkları sektör ve firmaların yeşil dönüşüme uyum sağlamalarını zorunlu hale getirmişlerdir. Bu çerçevede çalışmanın uygulama kısmında, sürdürülebilir finansman bildirgesini imzalayan 8 özel bankanın yayınladıkları entegre faaliyet raporları incelenmiş ve banka yetkilileriyle görüşülmüştür. Elde edilen bilgiler doğrultusunda, 2013 yılından itibaren çevresel ve sosyal risk değerlendirmesi yapılmış 191 kredi incelenmiştir. Bu kredilerden 2017–2023 yılları arasında değerlendirme skoru oluşturulmuş ve 10 milyon USD üzeri olan 123 kredi analize dahil edilmiştir. Bunlardan 71 tanesinin kullandırıldığı tespit edilmiştir. Analiz sonucunda, bu 71 kredinin sektörel dağılımına bakıldığında yatırımların büyük oranda yenilenebilir enerji sektöründe yoğunlaştığı, en az çevresel ve sosyal risk taşıyan sektörlerin ise yenilenebilir enerji ve üretim – diğer sanayi sektörleri olduğu belirlenmiştir. Buna karşılık altyapı ve çimento sektörleri, çevresel ve sosyal açıdan en riskli sektörler olarak öne çıkmıştır. Mekânsal dağılım açısından ise projelerinin bölgesel yoğunlukları incelenmiş ve yenilenebilir enerji sektörü dışındaki bütün sektörlerde yapılan yatırımların ülkenin batısında yoğunlaştığı görülmüştür. Yeşil dönüşüm sürecinde finansman politikalarının bölge planlama açısından da önem taşıdığı sonucuna ulaşılmıştır. Çalışma, bankaların iklim değişikliğiyle mücadelede hem kendi faaliyetlerini sürdürülebilir hale getirme sürecini hem de kredi politikaları yoluyla özel sektörün dönüşümüne olan katkılarını çok yönlü bir şekilde ortaya koymaktadır.

With the Industrial Revolution, technological developments and the rapid increase in the world population have led to an excessive rise in production-consumption activities. During this process, natural resources were used as if they were limitless, causing environmental degradation. After World War II, this trend accelerated further with the consumption-oriented economic growth model, and environmental problems reached global dimensions. Since the 1970s, environmental issues have become a common problem for all humanity. With the publication of Brundtland Report in 1987, the concept of“sustainable development”came to the fore, and the idea that development cannot be considered independently from the environment became widespread. Over time, realistic steps were taken to transform ideas into actions. With the adoption of Paris Climate Agreement and the UN Sustainable Development Goals (SDGs) in 2015, countries committed to reducing carbon emissions by 2030 and achieving net-zero emissions by 2050 through fulfilling environmental, social, and societal targets. The European Union has also set carbon-neutral goals within the framework of the Green Deal. However, since the efforts of governments alone will not be sufficient to achieve these targets, the contribution of the private sector and financial institutions is also of vital importance. With the environmental impacts of traditional finance being questioned, sustainable finance has come to the forefront. In this new approach, in addition to financial returns, environmental and social impacts have also started to become determining factors in investment decisions. Sustainable finance aims to structure the financial system according to Environmental, Social, and Governance (ESG) principles. It encourages redirection from harmful investments such as fossil fuel projects toward environmentally friendly projects. The role of the banking sector, which forms the core focus of this study, in the fight against climate change has been addressed as both a transforming and transformative actor. It has been emphasized that the structural transformation in the financial sector in line with sustainable development goals has made it mandatory to consider environmental and social impacts, especially in large-scale credit decision processes. It has been stated that banks should not only take steps to reduce carbon emissions in their own operational processes but also consider the environmental and social impacts of the projects they finance. It has been noted that the“Principles for Responsible Banking,”developed within the scope of the UNEP Finance Initiative, one of the key international frameworks guiding sustainable banking practices, promote banking activities aligned with the Paris Climate Agreement and the UN Sustainable Development Goals. It has been stated that some banks from Turkey voluntarily joined these principles and also made commitments in line with carbon-neutral goals by 2050 through platforms such as the“Net-Zero Banking Alliance.”The banking sector is positioned not only as a structure undergoing transformation but also as a significant tool that transforms other sectors. Particularly in the transition of carbon-intensive sectors to more environmentally friendly production models, the credit policies of banks play a determining role. Due to the environmental and social risks posed by the projects they finance, banks face reputational and financial loss risks, have decided not to provide loans for certain activities, and have implemented detailed risk analysis processes for large-scale projects. Projects with high environmental and social risks are either completely rejected or financed only on the condition that regulatory measures are taken to mitigate these risks. Eight banks from Turkey have voluntarily adopted an approach similar to the Equator Principles, which foresee environmental and social risk management at an international level, by signing the Sustainable Finance Declaration. These banks have committed to conducting environmental and social impact assessments for major investments exceeding 10 million USD. In doing so, they have made it mandatory for the sectors and companies they finance to adapt to the green transition. Within this framework, in the implementation part of the study, the integrated annual reports published by eight private banks that signed the Sustainable Finance Declaration were examined, and interviews were conducted with bank officials. Based on the information obtained, 191 loans that had undergone environmental and social risk assessments since 2013 were analyzed. Among these, 123 loans exceeding USD 10 million, for which evaluation scores were generated between 2017 and 2023, were included in the analysis. It was determined that 71 of these loans had been disbursed. As a result of the analysis, when the sectoral distribution of these 71 loans is examined, it has been determined that the investments are largely concentrated in the renewable energy sector, and that the sectors with the least environmental and social risks are renewable energy and manufacturing – other industrial sectors. On the other hand, infrastructure and cement sectors stand out as the riskiest sectors in terms of environmental and social aspects. In terms of spatial distribution, the regional concentrations of the projects were analyzed, and it was observed that investments in all sectors other than the renewable energy sector were concentrated in the western part of the country. It has been concluded that financing policies are also important in terms of regional planning during the green transformation process. With the emergence of the Covid-19 pandemic towards the end of 2019, the world entered a stagnant period. Therefore, although a decline in investments in 2020 and 2021 would be expected, the study shows that there was no significant decrease in the number of investments during these years; in fact, the number of loans disbursed in Turkey with the support of the EBRD increased. This can be attributed to the incentives and supports provided at both national and international levels in response to the pandemic. Based on the results of the study, several recommendations were also made. First of all, although there are development disparities between the eastern and western parts of the country, it is observed that new investments are also concentrated in the west. As a solution, initiatives to encourage investments in the underdeveloped regions of the country would be more beneficial for both environmental and social development. To prevent greenwashing, it has been recommended that investors also be audited by the state and that educational programs be organized to raise public awareness on the importance of green transformation. Looking at the results of the study, it is seen that financing has also been provided to high environmental and social risk projects with A scores; therefore, it has been suggested that instead of Equator Principles being implemented voluntarily by only some banks, they should be made mandatory for all banks. Finally, the necessity for banks to prepare sustainability reporting in accordance with a common standard compatible with the principles of transparency and accountability has been emphasized. The study reveals in a multidimensional manner how banks contribute to the fight against climate change both by making their own operations sustainable and by supporting the transformation of the private sector through their credit policies.
