Özet
Madencilik, insanlık tarihinin en eski üretim faaliyetlerinden biri olmakla birlikte, üretim sürecinde ortaya çıkan atıkların güvenli biçimde depolanması hâlâ en kritik çevresel ve jeoteknik sorunlardan biridir. İnce taneli ve çoğu zaman suya doygun maden atıklarının yüksek şevlerle tutulduğu atık barajları, malzeme özellikleri ve inşa yöntemleri nedeniyle klasik dolgu barajlara kıyasla daha yüksek bir göçme olasılığına sahiptir. Özellikle deprem etkisi ve yoğun yağışların eş zamanlı meydana geldiği durumlar hem küresel stabiliteye hem de servis edilebilirlik koşullarını zorlayarak büyük hacimli taşkınlar, ağır metalce zengin süspansiyonların alıcı ortamlara yayılması ve uzun süreli çevresel tahribat gibi sonuçlara yol açabilmektedir. Bu bağlamda, aktif işletme koşullarında olan atık barajlarının hem mevcut durumlarının hem de olası iyileştirme senaryolarının detaylı jeoteknik analizlerle değerlendirilmesi zorunludur. Bu tez çalışmasında, Balıkesir ili sınırları içerisinde yer alan Balya Pb–Zn–Cu atık barajının duraylılığı, çeşitli hidrolik ve dinamik yükleme koşulları altında incelenmiştir. Çalışmanın ilk aşamasında temel kaya, dolgu malzemesi ve atık jeoteknik olarak karakterize edilmiş; arazi gözlemleri, sondaj logları ve laboratuvar deneyleri birlikte değerlendirilerek geoteknik modelde kullanılacak birim hacim ağırlık, içsel sürtünme açısı, kohezyon ve geçirgenlik katsayısı gibi parametreler belirlenmiştir. Ardından, bölgenin iklim ve sismotektonik özellikleri dikkate alınarak, uzun dönem statik durum, yağışa bağlı geçici sızma ve deprem ile yağışın eş zamanlı etkisini temsil eden senaryolar tanımlanmıştır. Yağış sınır koşulu, Balya çevresi için NOAA NCEP/NCAR Reanalysis-1 veri setinden türetilen“Precipitation rate”verileri kullanılarak oluşturulmuş; en yağışlı dönemi temsil eden Aralık ayına ait en olumsuz yıl seçilmiş ve farklı büyüklükte yüzey yağış hızlarına karşılık gelen INF00–INF100 senaryoları 1, 10, 24, 72 ve 240 saatlik süreler için modellenmiştir. Stabilite değerlendirmesi, limit denge ve sonlu elemanlar yaklaşımlarının birlikte kullanıldığı iki kollu bir çerçeve ile gerçekleştirilmiştir. Limit denge kanadında, Rocscience SLIDE2 yazılımında Spencer yöntemi kullanılarak farklı yükleme rejimleri için güvenlik katsayısının (GK) zaman içindeki değişimi izlenmiştir. Sonlu elemanlar kanadında ise, RS2 programı ile önce geçici sızma analizi yapılmış, daha sonra aynı geometri ve malzeme parametreleri kullanılarak elde edilen gözenek suyu basınç dağılımları mekanik modele aktarılmıştır. Küresel göçme eşiği, dayanım azaltma (Strength Reduction) yöntemi ile tanımlanmış ve bu sırada yer değiştirme ve kesme şekil değiştirmesi dağılımları elde edilmiştir. Böylece, limit denge analizlerinde hesaplanan potansiyel kayma yüzeyleri ile sonlu elemanlar analizlerinde gözlenen deformasyon zonları karşılaştırılarak, olası göçme mekanizmasının tutarlılığı irdelenmiştir. Mevcut geometri için yapılan analizler, uzun dönem statik durumda barajın hem GK hem de dayanım azaltma katsayısı (SRF) açısından yeterli güvenlik marjına sahip olduğunu göstermektedir. 240 saatlik süre sonunda statik koşullarda hesaplanan GK değeri yaklaşık 1,69 iken, karşılık gelen kritik SRF değeri 1,72 civarındadır. Yalnızca yağışın etkili olduğu INF100 senaryosunda, güvenlik katsayısı zamana bağlı olarak sınırlı bir azalma göstermekle birlikte 1,05–1,06 aralığında kalmakta; buna karşılık tepe ve mansap üst şev bölgesinde maksimum yatay yer değiştirmelerin 2,5 m mertebesine ulaştığı görülmektedir. Bu durum, yağışın gözenek suyu basıncını artırarak efektif gerilmeyi düşürdüğünü ve özellikle üst kabukta ciddi servis edilebilirlik sorunlarına yol açabileceğini göstermektedir. Deprem ile yağışın eş zamanlı olarak etkidiği durumda, pseudo-statik ivme katsayısı ile temsil edilen dinamik yükleme altında güvenlik katsayısı yaklaşık 0,73'e, kritik SRF değeri ise 0,61'e kadar düşmektedir. Kayma yüzeyleri ve kesme şekil değiştirmesi dağılımları, olası göçme mekanizmasının baraj tepesini ve mansap üst şevini kapsayan, görece sığ fakat geniş bir kayma bloğu biçiminde geliştiğine işaret etmektedir. Bu sonuçlar, uluslararası kılavuzlarda deprem koşulları için önerilen minimum güvenlik katsayıları ile birlikte değerlendirildiğinde, mevcut kesitin özellikle yoğun yağışla çakışan kuvvetli bir deprem senaryosu altında kabul edilebilir sınırların dışında kaldığını ortaya koymaktadır. Çalışmanın devamında, aynı malzeme parametreleri korunarak mansap şevinin yeniden profillendiği ve seçilen bir jeotekstil elemanla takviye edildiği güçlendirilmiş bir kesit önerisi değerlendirilmiştir. Mansap genel şev açısının düşürülmesi ve berme düzeninin sadeleştirilmesiyle elde edilen bu yeni kesitte, INF100 yağış senaryosunda maksimum yer değiştirmelerin yaklaşık 0,27 m'ye düştüğü ve kritik SRF değerinin 1,25 seviyesine yükseldiği belirlenmiştir. Deprem ve yağışın birlikte etkidiği en olumsuz durumda ise güvenlik katsayısı 0,78, kritik SRF değeri ise 0,78 civarında bulunmuş; bu değerler mevcut kesite göre belirgin bir iyileşmeye karşılık gelmesine rağmen dinamik tasarım için önerilen hedeflerin gerisinde kalmıştır. Bu nedenle, geometrik güçlendirmenin yanı sıra phreatik yüzeyin düşürülmesine yönelik ek drenaj önlemleri, yüzey akışının kontrollü biçimde uzaklaştırılması ve kritik bölgelerde izleme–erken uyarı sistemlerinin kurulması önerilmektedir. Sonuç olarak, Balya atık barajı özelinde yürütülen bu çalışma, limit denge ve sonlu elemanlar analizlerinin eşgüdümlü kullanımının, yağış ve deprem gibi zamana bağlı yüklemelerin etkisi altındaki atık barajlarının hem küresel stabilitesinin hem de servis edilebilirlik performansının değerlendirilmesinde güçlü ve tamamlayıcı bir araç olduğunu göstermektedir. Çalışma, özellikle deprem ile yoğun yağışın çakıştığı senaryolarda güvenlik katsayısının önemli ölçüde azaldığını, ancak uygun geometrik güçlendirme ve drenaj iyileştirmeleri ile hem küresel kapasitenin hem de işletme güvenliğinin anlamlı biçimde artırılabileceğini ortaya koymaktadır.

Mining has been one of the oldest productive activities of humankind, yet the safe storage of large volumes of fine-grained mine waste remains a major geotechnical and environmental challenge. Tailings dams are typically constructed from mine waste or natural borrow materials and are required to retain slurried tailings that are often saturated, weak, and highly erodible. In comparison with conventional water-retention dams, tailings impoundments exhibit a higher probability of failure, chiefly because of their construction methods, the evolving nature of the deposited material, and the frequent lack of formal design and monitoring procedures. Historical failures have shown that combined loading conditions – in particular strong earthquakes coinciding with extreme or sustained rainfall – can lead to catastrophic releases of contaminated water and tailings, with severe consequences for downstream communities and ecosystems. Under these circumstances, there is a clear need for detailed, site-specific stability assessments that address both global failure mechanisms and operational deformations for active tailings facilities. This thesis investigates the stability of the Balya Pb–Zn–Cu tailings dam, located in Balıkesir Province in northwestern Turkey, under a range of hydraulic and seismic loading scenarios. The work builds upon a comprehensive characterization of the foundation rock, embankment fill, and stored tailings, combining field observations, borehole data, and geotechnical laboratory tests. On this basis, representative values of unit weight, effective cohesion, friction angle, and hydraulic conductivity were selected for each material unit. The regional climatic and seismotectonic conditions were then evaluated in order to define realistic loading cases. In particular, long-term static conditions, rainfall-induced transient seepage, and simultaneous earthquake-plus-rainfall loading were modeled. The rainfall boundary condition was derived from the NCEP/NCAR Reanalysis-1 data set provided by NOAA, by extracting the“precipitation rate”variable for a grid cell surrounding the Balya region and identifying the most intense December event within the last decade. This allowed a family of infiltration scenarios, denoted INF00 to INF100, to be formulated for durations of 1, 10, 24, 72, and 240 hours. The analytical framework combines limit-equilibrium and finite-element methods in a coordinated manner. In the limit-equilibrium branch, the Spencer method implemented in Rocscience SLIDE2 is used to compute the factor of safety and to track its time evolution for the different loading regimes. In the finite-element branch, the RS2 program is employed to first solve the transient seepage problem and then to transfer the resulting pore-water pressure distributions to a mechanical model with identical geometry and material properties. The global failure threshold is determined using the shear Strength Reduction procedure, and the accompanying displacement and maximum shear strain fields are examined. This two-path approach allows direct cross-validation: potential slip mechanisms obtained from limit equilibrium can be compared with zones of strain concentration in the finite-element analyses, and any discrepancies can be interpreted in terms of modelling assumptions rather than conflicting physical behaviour. Analyses for the existing cross-section show that under long-term static conditions the dam has an adequate safety margin in terms of both factor of safety and strength reduction factor. For the most critical storage and pore-pressure configuration, the factor of safety at 240 hours is about 1.69, whereas the corresponding critical SRF is approximately 1.72. When rainfall is applied alone in the INF100 scenario, the computed factor of safety exhibits only a modest reduction and stabilizes around 1.05–1.06, even though pore-water pressures in the upper part of the embankment increase with time. In contrast, predicted crest displacements reach about 2.5 m for the same scenario. This behaviour indicates that rainfall primarily affects serviceability rather than global capacity, by increasing pore-water pressures and reducing matric suction in the near-surface zone, which in turn decreases effective stress and promotes shear deformation in the crest and upper downstream slope. The rainfall analyses also reveal a slight increase of the factor of safety at late times, which is interpreted as a numerical manifestation of the redistribution of pore pressures and the partial recovery of shear strength once transient suction gradients have dissipated. The most adverse condition is obtained when pseudo-static seismic loading acts concurrently with rainfall. For the combined earthquake-plus-rainfall scenario, the factor of safety reduces to about 0.73 and the critical SRF to roughly 0.61. The corresponding critical slip surface passes beneath the dam crest and daylight at the upper downstream slope, closely matching the zone of concentrated maximum shear strain in the finite-element results. This agreement provides internal consistency and suggests that the dominant failure mechanism is a relatively shallow but laterally extensive block sliding towards the downstream side. When these values are compared with commonly adopted design criteria for earth and rockfill dams, it becomes clear that the existing configuration does not satisfy acceptable safety margins under strong earthquake loading, especially when high reservoir levels and intense rainfall are present. To establish a link between diagnosis and design verification, the thesis evaluates a strengthened cross-section in which the downstream slope is re-profiled and complemented by a geotextile reinforcement layer. In the proposed configuration, the overall downstream slope angle is reduced and the bench system is simplified while maintaining the same material parameters. Analyses indicate that, for the INF100 rainfall scenario, maximum crest displacements decrease from approximately 2.5 m to 0.27 m, whereas the critical SRF increases from about 1.13 in the original section to 1.25 in the strengthened one. Under the combined earthquake-plus-rainfall loading, the factor of safety rises from 0.73 to about 0.78 and the corresponding SRF shows a similar improvement. Although these values still fall short of the most conservative recommendations for dynamic conditions, they represent a substantial gain in global stability and serviceability for a relatively modest geometric intervention. The geotextile itself contributes only a limited additional increase in global capacity, which reflects the fact that it does not significantly modify the seepage regime or the phreatic surface; tensile reinforcement alone is therefore insufficient in the absence of effective hydraulic control. The results highlight a clear separation between global capacity and operational performance. The strength reduction factor is primarily governed by geometry and shear strength and is only weakly influenced by short-term variations in storage level or rainfall intensity. Conversely, displacements and shear strains are highly sensitive to the hydrological state of the embankment and respond strongly to changes in pore-water pressure and suction, especially in the upper layers. Within the broader framework of dam safety assessment, the factor of safety can thus be regarded as an indicator of overall stability under combined loads, whereas the SRF characterizes the strength- and geometry-controlled global failure threshold. Displacement, on the other hand, is the primary indicator of the serviceability limit state, defining the range of deformations that can be tolerated during routine operation without compromising the integrity of the structure or the performance of appurtenant works. Based on these findings, the thesis recommends a hierarchical mitigation and monitoring strategy for the Balya tailings dam. Geometric re-profiling of the downstream slope is identified as the primary lever for enhancing global stability. This should be complemented by hydraulic improvements aimed at lowering the phreatic surface and controlling runoff, such as surface and shallow drainage systems, efficient collection and routing of rainfall at the crest, and possible extension of the dry beach or augmentation of downstream drainage facilities. For the most critical zones indicated by the analyses – principally the crest and the upper downstream slope – the installation of piezometers and inclinometers is advised, together with the definition of quantitative threshold values that can trigger operational responses through an early-warning framework. In this way, geometric strengthening, hydraulic control, and targeted monitoring can be integrated into a coherent design-verification pathway. In conclusion, the case study demonstrates that a coordinated use of limit-equilibrium and finite-element methods provides a robust and transparent basis for the stability assessment of tailings dams subjected to rainfall and earthquake loading. The methodology adopted in this thesis enables the simultaneous evaluation of global failure mechanisms and serviceability performance, and it allows practitioners to test the effectiveness of remedial measures before implementation. While the specific numerical results apply to the Balya tailings dam, the overall analytical framework is broadly applicable to other tailings storage facilities that face similar combinations of climatic and seismic hazards.
