Özet (Çeviri)
SUMMARY Banking sector is a very important component of an economy since banks constitute a core of a financial system of any country. Kazakhstan as well as other post-communist countries have not been exceptions. Kazakhstan proposed establishment of strong banking sector immediately after gaining independence in 1991. However, as it was mentioned in the related part of this thesis, this would not be an easy task for Kazakhstan which had faced with hyperinflation and economic crisis due to breaking old economic ties and other factors. The National Bank of Kazakhstan (NBK) began implementing reforms in the banking system by restructuring of large state banks. After economy was stabilized NBK focused on legal framework of banking. Between 1995-1997 several law and decrees were passed and new accounting standards were introduced. As a result, NBK successfully prevented banking system from total collapse. Banking system restructuring was ended with introducing a two-level banking system, where first level was represented by NBK, and the second - by other banks. In general, banking sector of Kazakhstan has been improving due to - on the one hand - prudential standards of NBK, and general economic recovery - on the other. An increase in total credits and deposits has been natural outcome of this improvement. But some major banks are still in dominant position in the banking sector. However, the number of small and middle banks is incresing 114Another finding of this thesis was that although total deposits of the Kazakhstani banking sector have increased, private sector still does not see banks as financial intermediaries. Therefore, Kazakhstani banks still do not play an important role in providing financial support for the private sector. The first part of this thesis deals with general theory of banking. The second part is devoted to the explanation of the Kazakhstani financial sector, particularly of the banking sector, including various ratios which showed that Kazakhstani banking sector is in accordance with international standards. 115
