Özet
Öğretmenlerin mesleki gelişimlerini desteklemek amacıyla 2022 yılında Millî Eğitim Bakanlığı tarafından Öğretmen Bilişim Ağı (ÖBA) kurulmuştur. Bu doğrultuda bu araştırmanın amacı öğretmenlerin ÖBA platformundan beklentilerini belirleyerek platformun işlevselliği, içerik kalitesi, teknik altyapısı ve iletişim olanakları hakkında geri bildirim sunmaktır. Araştırma yöntemi olarak betimsel tarama modeli kullanılmıştır. Araştırmada öncelikle yarı yapılandırılmış görüşme formu kullanılarak Karabük ilinde görev yapan sekiz öğretmen ile görüşme yapılarak gereksinim maddeleri oluşturulmuş ve kano anketi hazırlanmıştır. Ardından Karabük ilinde görev yapan ve basit tesadüfi örnekleme yöntemi ile seçilen 400 öğretmene anket soruları yöneltilmiştir. Elde edilen veriler kano modeli ile memnuniyet/memnuniyetsizlik katsayıları hesaplanarak analiz edilmiştir. Analiz sonucu incelenen 16 gereksinim maddesinden 13'ü Doğrusal/Beklenen (0), ikisi Temel/Olmazsa Olmaz (M) ve biri Fark Yaratmayan/Kayıtsız (I) kategoride olduğu görülmüştür. ÖBA'daki eğitimlerin kategorilere ayrılması ve ÖBA'da eğitim alan diğer arkadaşlarla iletişime geçebilmek maddeleri Temel/Olmazsa Olmaz(M), ÖBA'daki eğitimlere devam etmediğinizde SMS, e-posta gibi hatırlatma almak maddesi Fark Yaratmayan/Kayıtsız (I) gereksinim olarak belirlenmiştir. Doğrusal/Beklenen (O) gereksinimlerden ÖBA'daki içeriklerin mobil cihazlarla tam uyumlu olarak çalışması, ÖBA'daki eğitimleri aldıktan sonra sertifika alabilmek ve ÖBA'da güncel konularda eğitimlerin yer alması maddeleri en yüksek memnuniyet katsayısına sahip gereksinim maddeleridir. Elde edilen sonuçlar, öğretmen beklentilerinin karşılanmasının ÖBA'daki eğitimlere katılım isteğini artıracağını, motivasyon ve memnuniyet düzeyini yükselteceğini ve böylece MEB tarafından sunulan eğitimlerin etkililiğini güçlendireceğini göstermektedir.

The Teacher Information Network (ÖBA) was established by the Ministry of National Education in 2022 to support teachers' professional development. Accordingly, the purpose of this study is to determine teachers' expectations from the ÖBA platform and to provide feedback on the platform's functionality, content quality, technical infrastructure, and communication capabilities. A descriptive survey model was used as the research method. First, a semi-structured interview form was used to interview eight teachers working in Karabük province to create requirement items and prepare a Kano survey. Then, the survey questions were directed to 400 teachers working in Karabük province, selected using simple random sampling. The data obtained were analyzed by calculating satisfaction/dissatisfaction coefficients using the Kano model. As a result of the analysis, it was seen that 13 of the 16 requirement items examined were in the Linear/Expected (0) category, two were in the Basic/Must-Have (M) category, and one was in the Indifferent (I) category. The items“categorization of training in the OBA”and“being able to communicate with other colleagues receiving training in the OBA”were determined to be Essential/Must-Have (M), while the item“receiving reminders via SMS, e-mail, etc. when you do not continue training in the OBA”was determined to be Non-Essential (I). The Linear/Expected (O) requirements, namely that the content on ÖBA works fully compatible with mobile devices, that certificates can be obtained after completing the training on ÖBA, and that training on current topics is available on ÖBA, are the requirements with the highest satisfaction rate. The results obtained show that meeting teacher expectations will increase the desire to participate in ÖBA training, raise motivation and satisfaction levels, and thus strengthen the effectiveness of the training provided by the Ministry of National Education.
