Özet
ÖZET Üniversitelerin bölge ve ülke kalkınmasında önemi herkes tarafından kabul edilmektedir. Üniversitelerin kendilerinden beklenenleri yerine getirebilmesi için mevcut konumlarını kontrol etmeleri ve elde ettikleri sonuçlara göre stratejilerini ve politikalarım düzenlemeleri gerekmektedir. Bu nedenle, üniversitelerin misyon ve stratejilerine yönelik bilgi sistemi geliştirmeleri kaçınılmaz olmaktadır. Misyon ve stratejilerin kontrolüne ait bilgiler her üniversitedeki süreçlerle ilgili tüm paydaşlara yönelik bilgi içeren performans göstergesi ve performans değerlendirmelerinden elde edilmektedir. Bilgi sisteminde performans göstergesi ve performans değerlendirmelerinden elde edilen misyona ve stratejiye yönelik bilgilerin üniversite yönetimine iletilmesi yöneticilerin etkinliğini sağlayacaktır. Bu araştırmada, üniversite yönetiminde etkinliği arttıracak bir stratejik bilgi sistemi modeli geliştirilmiş, bu model Dokuz Eylül Üniversitesi iktisadi ve İdari Bilimler Fakültesi'nde uygulanmıştır. Stratejik bilgi sistemi geliştirmek için fakültenin misyonu belirlenmiş ve durum analizi belirlenmiştir. Misyonda belirlenen süreçlerin ve kritik basan faktörlerinin kontrolüne yönelik bilgi elde edilmesi için kullanılacak performans göstergesi ve performans değerlendirmeleri oluşturulmuştur. Misyon, süreç, performans göstergesi ve performans değerlendirmelerinden oluşturulan strateji ve bilgi stratejileri kullanılarak stratejik bilgi sistemi gereksinimleri belirlenmiştir. vı

ABSTRACT No one can deny the importance of universities in the development of regions and countries. In order for universities to fulfill what is expected of them, they must check their existing positions and adjust their policies and strategies according to these results. That is why it is very important that universities develop their information systems according to their missions and strategies. The information regarding the control of their missions and strategies is acquired through the performance indicators and performance evaluations showing the details of stakeholders related to the universities process. The information related to mission and strategies obtained from the performance indicators and performance evaluations that is in the information system forwarded to the university's board will improve the efficieny of the administrators. In this research, a strategic information system to imrove the efficiency of the university's administration was carried out at Dokuz Eylül University's Faculty of Business Administration. For the development of the strategic information system, the faculty's mission and SWOT analysis were determined. Performance indicators and performance evaluations to provide information related to the mission's given process and the control of critical success factors were formed. Strategy and information strategy which were obtained from mission, process, performance indicators and performance evaluation were used to determine the needs for strategic information systems. VU
