Özet
Hobbes, insanların özelliklerini ve insan yaratısı olan devleti anlamak, tanımlamak, özelliklerini ve kuruluş sebeplerini açıklayabilmek ve devletlerin geleceğini belirleyen nedenleri ortaya koyabilmek gerektiğine inanmıştır. Böylece insanların geleceklerine egemen olabileceğini ve yön verebileceğini savunmuştur. Bunu başarabilmenin yolu, bilimle yani felsefe yapmakla mümkündür. Bu nedenle Hobbes, siyaset kuramını genel bir felsefe içinde oluşturmayı başarabilmiş bir düşünürdür. Hobbes, IngUtere'de yaşanan iç savaştan etkilenerek ülkesinde barış, huzur ve güvenliğin sağlanmasını amaçlamıştır. Bunu gerçekleştirmek ve egemenliğin sürekliliğini sağlamak için en uygun ve doğru yolun siyasal iktidarın tek bir kişinin elinde toplanması olduğuna inanarak, mutlak monarşiyi savunan bir kuram geliştirmiştir. Siyasal iktidarın kaynağının Tanrıdan geldiğine ve iktidarı kullanan yöneticilerin Tanrı tarafından atandığına ilişkin ortaçağ anlayışını Hobbes kurduğu sistemde; egemenliği, bireylere dayanan toplum sözleşmesiyle iemellendirerek yıkmıştır. Hobbes, insanların yarattığı yapay bir kurum olarak ortaya çıkan devleti, faydacı bir yaklaşımla bireylere dayandırmıştır. Devletin kuruluş amacı, bireylerin barış ve güvenlik içinde oldukları düzenli bir hayatta, mutlu bir şekilde yaşayabilmelerinin sağlanmasıdır. Bu yönleriyle Hobbes, dinsel otorite karşısında bağımsızlığını elde etmiş yeni modern bir devlet öğretisini büimsel olarak açıklamıştır.

In Hobbes' political philosophy to understand and define the human nature and state created by human beings is the essential part. Hobbes beleived that it is necessary to explain the origin and the future of the state and factors that influence and determine its future. Thus, he defended the idea that men can be sovereign over their future and give direction to it The way to reach this aim is possible with science and philosophy. For this reason, Hobbes is a political philosopher who had succedded in forming his political theory in a general philosophy. Having being infuluenced by the civil war in England Hobbes aimed to provide peace and security in his country. In order to do that, he believed that the best and the most convenient way of continuity of sovereignty is to assign political authority to the use of one person, he developed a theory which defended absolute monarchy. According to medivial opinion, the God was the source of political authority and those wielding this authority were assigned by him. Hobbes demolished this medieval theory by basing sovereignty on social contract depending on individuals. Hobbes based the state established by human beings as an artificial institution on individuals with an utilitarien approach. The aim of state is to provide conditions in which individuals live their lives happly in peace and security. With this line of thought he had scientifically explained the modern theory of state which gained its independence from the religious authority.
