Özet
ÖZET Günümüzün pazar koşullarında, işletmelerin, yeni gelişmelere adaptasyonunun sağlanabilmesi için yönetim, tedarik, üretim, pazarlama, satış ve finansman gibi pek çok fonksiyonunu yeniden gözden geçirmesi zorunlu bir hal almıştır. Bunun temel nedeni teknolojiye bağlı olarak değişen koşullarda süratli ve etkin karar verme zorunluluğunun ortaya çıkmasıdır. Bu yeni süreçte bilgi stratejik bir değer kazanmış ve bilgi sistemlerinin önemi giderek artmaya başlamıştır. Bilginin bu gücü aynı zamanda işletmeleri, güçlü bilgi sistem alt yapılarına ve bu sistemleri amaçlara uygun olarak kullanabilecek yönetici ve personele sahip olmaya zorlamaktadır. İşletmeler, güçlü bilgi sistem alt yapıları ve yetenekli personeli ile beraber karşılaştıkları en büyük problemlerden birisi olan belirsizliği yenmeyi amaçlamaktadırlar. Burada personele büyük destek sağlayan yönetim bilgi sistemleri ve bu sistemlerin sağlayacakları karar desteğinin önemi giderek artmaktadır. Çünkü bu sistemler yardımıyla faaliyetler daha gerçekçi veriler üzerinden ve çok daha kısa süreler içinde gerçekleşmektedir. Bu durum işletmelere önemli bir rekabet avantajı sağlamaktadır. Gereksiz veriyi kapsayan ve iyi tasarlanmamış veri tabanları, yapılan yatırımdan beklenen faydayı asla sağlamayacaktır. Bu nedenle rekabet avantajını en iyi şekilde değerlendirmek için, bilgi sistemleri işletmenin ihtiyaçlarına göre kurulmalıdır. Bunun için işletme, uzman bir ekip tarafından bilimsel temellere dayalı bir sistem analizi metodolojisi kullanılarak değerlendirilmeli ve bilgi sistemleri bu yaklaşımla tesis edilmelidir. Bu çalışmada işletmelerde tesis edilecek bilgisayar destekli bir yönetim bilgi sistemindeki mevcut verilerden, yönetim kademesine karar desteği ve etkin bir raporlama sistemi sağlayacak personel atama uygulaması ele alınmıştır. 175

ABSTRACT To adopt the enterprises to the new changing conditions in the circumstances of marketing, it's obligatory to preview their functions of management, supply chain, production, marketing, sales and finance. Changing conditions due to the tecnological improvements requires fast and effective decision support systems in the managerial area. During this period, information has got a strategical importance and the importance of information systems has come out to upper levels. The power of information has also forced the enterprises to have powerfull information systems and human resources that can easily adopt these systems. Thus, the enterprises with their powerfull IT and skillfull human resources, will overcome the problems of indefiniteness that they will come across in the future. Management Information Systems and Decision Support Systems are the most important facilities in the area of management of enterprises. On these systems all the procedures can be performed on real and updated data. This provides an important competition advantage over the other enterprises. The databases that are not well designed and consisting unnecessary data inside, will not provide the expected gain according to the investment that has been spent to construct them. For that reason, to realize the advantage of competition, information systems must be set according to the real requirement of enterprises. This can be done by the help of a detailed design and implementation of a new system. To do that, the enterprise must be analysed with a scientific system approach, analysis metodology done by an expert group. In this study; an effective decision support and report system for personnel assignment has been designed on a management information system.
