As a life habitat, earth, is not only element as an environmental value, but also the basic subject of urban planning. Not providing sufficient building areas in urban lands led to a rapid, distorded and disorderly urban development and the urban land unearned income problem started to go in significance. Urban land unearned income, which result place after urban planning, should belong a gain to public, as it is the product of urban & social actions. In the basis of the urban lands problems, there lies a question that how this unearned income which occurs without the effort of land owners will be gained to public. In Turkey, the urban planning not only enables this mentioned value increase return back to the public, but also makes it easy to expand urban lands, and has the approach that provides the direction of investments with this aim. In this urban planning aproach, two regions are defined as cadastrational and developed areas ones. The considered main process is the transition from first to the second. 3194 law of urban development that has to be a frame law, deals with the urbanisation according to physical planning and construction, and ignores the legal & institutional arrangements for urban conversation and renewal matters. Thus, the basic practise tools are only limited expropriation and article number 18 applications of the 3194. To equally distribute a urban land unearned income to the public, to minimize the pressures of unearned income and to prevent urban land speculations, classical planning approach which is one of the most importantelements should be rechecked. And practising tools containing flexible and dynamic process should be acquired to plannig practives. To acquire urban land unearned income to public, project developing understanding should also be noticed with planning process. The institutional organisation which will cooperate planning & project developing proceses and the need of project partnerships are discussed in not only national but also international based urban politics. Besides, considering the economic and physical conditions that our cities are in and the natural disaster risks, the project investments including the transformation of downtown buildings stocking areas will gain importance and speed in the new future among us. The high increase in prices of immovables and land speculations should not be allowed. Thats why we need projects, strategies and programs to balance the individual ownership and public benefits in the urban lands and areas, when we look at international based developments, which will balance individual ownership-public benefit and tools that will carry these balances to the future, Consolidation of Development Rights, Transfer of Development Rights, Support the Development of Density, Public Participation Proportion, Ownership Exchange are tools we primarily face with. Analysing the result of this study, it is aimed to determine the strategies to provide suitability of Consolidation of Development Rights tool, which is one of the tools connected to modern planning understanding and which enables the value increase return back to public, for our country conditions. Besides, the basic aim of this research is to find suggestions to eliminatedeficiencies in Consolidation of Development Rights and other innovational tools parallel to the public use. In this Project, it is aimed to find strategies provide of consolidation of development rights, which will enable to turn the increase in value to public interest and is one of the tools connected with planning mentality.
