ABSTRACTTHE LOCAL DEMOCRACY AND THE PARTICIPATIONThe Place of Hatay, in The Process of The Local Agenda 21 ApplicationandThe Local Participation IssueEylem BEYAZITPublic Administration Department, Master of ScienceSupervisor: Assoc.Prof.Dr.Muharrem GUNESJuly 2006, 158 PagesWith the globalization process, extensive discussions has been made on thedemocracy concept and this discussions are focused on the point that representaldemocracy has not met the expectations. The matter of ?How to apply the localdemocracy in the level of urban?? can be tried to be solved with the Local Agenda21 which is offered ?by globalization supporters? as a new participation model and?governance? concept which is the output point of Local Agenda 21.Considering Turkey reality, the structures, the qualities and the attitudesof the local actors, determining the local politics and at the same time bring newproposals on the local participation. The subject of this study is formed to specifythe sizes of the proportions taken places with the structures, the qualities and theattitudes of the local actors, in determining the local politics and consequently thelocal participation in the Hatay example.With this study, for the Hatay example, considering the Local Agenda 21applications, which are proposed as a new participation model during the localdemocracy process, new participation models are questioning whether they can bea solution in terms of participation. This investigation, in private of MunicipalityMayors of Hatay, is based on the method of interview in details.Besides the new participating models which are proposed suddenly andnot matured, the main thesis of this study is; ignoring the ?distinctive? conditionsof the cities and their towns, decreases the applicability of these new models inTurkey.As a matter of fact, the results of this study, justify the proposed mainthesis. With this study; in private of Municipality Mayors of Hatay, who are themost important actors of the participation phenomenon; are ?unaware? of thelocal participation and ?insensitive? to the local participation, besides locally theyare influenced by the ?feudal, religious and congregative structure? as much aspossible, even it is found out that they set the participation phenomenon based onthis elements.
