SUMMARY The purpose of this study to obtain information about the developments and applications of modular programs, used in instutions in Ankara for in-service training. For this reason, a questionaire was administered to total number of 37 persons who worked as program curriculest and either used modular programs or intended to use this kind of programs in institutions which offered in- service training in Ankara. The answers required by the sub-problems are: 1. The personel of the peculiarities of teh persons who prepares the modular training programs. 2. For which purpose this modular programs are used. 3. The difficulties for preparing teh modular programs 4. The point of views of specialists about the methods of modular programs. The results of this research can be summarized as fallows: 1. Those personnel who prepared modular training programs were graduated from different fields of study. Those who graduated from faculty of engineering worked as program curricualist with the graduates of faculty of education.IV 2. Modular programs were mostly used for training of technicians and workers 3. Program curriculests faced some difficulties in preparing modular programs. The dificulties are : work analysis, the negative attitudes of the field experts, producing documents diffuculties about target group. 4. Those who prepared modular training programs have positive attitudes about themodular programs. The number of persons of persons considering as easy and cheap is considerably so small.
