Improvement of public organizations is closely related with skills of their administratorsregarding to organizations' survival in the long run through effective and productiveresource management based on successful analysis, decision-making andimplementation; in short“strategic management skills”. Strategic management processcan be defined as a sum of activities required to reach the desired and long term goals ofthe organization and to survive in the long term. To successfully implement the strategicmanagement, there has to be a harmony between the strategy and the characteristics ofleaders who will implement this strategy. Since strategic management leadershiprequires not only the traditional leadership abilities, but also some futuristic and guidingabilities, this harmony plays an important role in the success of leadership activities.Therefore, in this thesis, leadership abilities in strategic management process areexamined, the place of strategic leadership in overall leadership literature is clarifiedand the leadership abilities in three different sectors (public sector, business sector andmilitary) are assessed. After a theoretical review of the literature in the first threechapters, findings of both a quantitative field analysis and a qualitative analysis restingon interviews with top level managers from three different sectors are submitted in thefourth chapter. The study ends with a general evaluation and recommendations chapter.As a conclusion, findings of this study demonstrate the importance of strategicleadership in all three sectors in spite of some perceptive differences on the issue fromone sector to another.KeyWordsLeadership, Strategic Management, Strategic Leadership
