Özet

Bu çalışmada yurtdışına öğrenci gönderme olgusunun Türk modernleşme tarihindeki konumu ve etkisi incelenmiştir. Öğrenci gönderme uygulamasının başlangıcına kadar olan Osmanlı modernleşmesi söz konusu uygulamaya geçişin tarihi arka planını göstermek için ve uygulamanın gerekçelerinin anlaşılması için değerlendirmeye tabi tutulmuştur. Modernleşmenin kurumsal düzeyde devlet politikası haline geldiği Tanzimat dönemi Avrupa'ya öğrenci gönderilmeye başlanmasının da miladı olarak Osmanlı eğitim sisteminde meydana gelen reform ve gelişmeler bağlamında ele alınmıştır. Özellikle okul tarihinde yaşanan gelişmelerle yurtdışına öğrenci gönderme uygulaması arasındaki paralellik gösterilirken yurtdışında tahsilin Osmanlı modernleşmesine/Batılılaşmasına etki derecesine ayna tutmak amaçlanmıştır.Araştırmada ana kaynak olarak Osmanlı arşiv belgeleri kullanılmıştır. Yapılan belge taramasında öğrenci gönderme olgusunun genel fotoğrafını verecek 165 belge seçilmiştir. Bu belgelerin verdiği bilgi düzeyinde gönderilen öğrenciler hakkında istatistik bilgi verilmiştir. Öğrencilerin gönderildiği Avrupa şehirleri, eğitim gördükleri alanlar, masraf maddeleri tahlil edilmiştir. Bunun yanı sıra öğrencilerin seçilme usulleri, toplumsal profilleri, idare-disiplin yolları, istihdam edildikleri alanlar ve uygulamanın verimliliği değerlendirilmiştir. Sonuç olarak yurtdışına öğrenci gönderme olgusunun modernleşme tarihi içinde önemli bir dinamik olduğu, Osmanlı Devleti'nin muazzam masrafına rağmen yurtdışında öğrenci okutarak Batılı bilgi ve tekniği aktarıp devlet bünyesinde yeniden üretmeyi amaçladığı ifade edilmiştir. Osmanlı modernleşme literatüründen beslenen tarihi algıların derinlemesine ve çok boyutlu yapılacak araştırmalarla test edilmeye muhtaç olduğu da varılan genel bir kanaat olarak kaydedilmiştir.

The position in the history of Turkish modernization and the effect of the case for the sending of students abroad is analyzed. Modernization became government policy activity as an institutional level in the Tanzimat period. The sending of students to Europe also started and that is discussed in the context of the Ottoman educational system reforms and developments. With the aim of providing an impact, rating of the policy of the effect of Ottoman modernization/westernization, and the showing of a parallel between the developments in the history schools and the policy of sending students abroad was examined in particular.The main source of the study is the Ottoman archive documents. By the scanning of the documents, 165 documents that reflect the general view of the phenomenon of sending students abroad were selected. The statistical information was given about students as far as the documents showed.The European cities that the students were sent to the subjects of their education, and their costs of materials are analyzed. However the election way of students, their social profile, the method?s their management and discipline, and their employing areas and the efficiency of this policy was assessed. The conclusion furnishes the case for the sending of students abroad as an important dynamic in the history of Ottoman modernization. The Ottoman government purposed to transfer western science and techniques and they reproduced with this policy at an enormous expense.
